The Chairman of the Commission took part in the expert discussion “Specialized Anti-Corruption Court: Best World Practices and Prospects for Establishment in Ukraine”

On June 16, 2017, the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov took part in the expert discussion “Specialized Anti-Corruption Court: Best World Practices and Prospects for Establishment in Ukraine”.

The event took place at the national news agency Ukrinform with the support of the USAID New Justice Program.

The event was aimed to inform about the world experience in the creation and functioning of anti-corruption courts and the status of its judges, discuss the reasons for need to set up specialized anti-corruption courts and possible models of their organization, as well as to inform about the current state of initiatives on the establishment of an anti-corruption court in Ukraine.

Mr. Sergii Koziakov reminded that the formation of the judiciary in the Supreme Court is proceeding according to new international principles and standards, as the similar experience of 45 countries was analyzed.

The Chairman of the Commission emphasized that the competition to the Supreme Court is currently at the final stage. The experience gained, under certain conditions, may be used during the competition to the anti-corruption court, using, in particular, the developments on the psychological tests of candidates.

At the very end, Mr. Sergii Koziakov called on the participants of the expert discussion not to politicize the process of creating the new Specialized Anti-corruption Court and noted the colossal role of the state and the public in this process. “The Commission is ready to participate and assists within the scope of its competence in the drafting the Law of Ukraine “On Anti-corruption Court”, - said the Chairman of the Commission.

The event was also attended by Secretary of the Council on Judicial Reform under the President of Ukraine, Chief of the Main Department on the Legal Policy of the Presidential Administration of Ukraine Mr. Kostyantyn Krasovsky, People’s Deputy of Ukraine, Chairperson of the Verkhovna Rada of Ukraine Committee on Corruption Prevention and Counteraction Mr. Yehor Soboliev, Deputy Chairman of the High Council of Justice Mr. Vadym Belianevych, USAID Mission Director to Ukraine, Belarus and Moldova Ms. Susan Fritz, Head of the EU Anticorruption Initiative in Ukraine Ms. Eka Tkeshelashvili, National Legal Adviser, OSCE Project Co-ordinator in Ukraine Mr. Oleksandr Vodyannikov, Ph.D, advocate, independent expert Mr. Markiyan Halabala, an expert from Anti-Corruption Action Centre Ms. Anastasiia Krasnosilska, as well as other domestic and international experts and representatives of the donor community.

The USAID New Justice Program started its work in October 2016.

The Program is implemented to support the judiciary, Government, Parliament, Civil Society and the people of Ukraine in the implementation of judicial reform taking into account the Constitutional amendments 2016 in Strategy for reforming the judiciary structure, the judiciary proceedings and related legal institutions and the Action Plan for its implementation for 2015-2020.

The USAID New Justice Program builds on the achievements of the USAID Ukraine Rule of Law Project and USAID FAIR Justice Project and will use its progress for coordination of close cooperation with Ukrainian partners, USAID and US Government Projects and other projects of International donor organizations in Ukraine.
