Discussion of the draft order and methodology for the qualification evaluation of judges, June 24, 2015
The Commission discussed the draft project and methodologies of qualification evaluation of judges on June 24, 2015.
Work on the development of the procedure and methodology was conducted with the help of international experts USAID project "Fair Justice" and the EU project "Support to sector reforms of justice in Ukraine "and together with the Council of Judges of Ukraine and the National School of Judges of Ukraine.
Mr Sergii Koziakov, President of the Commission, Mr Mykola Patriuk, Vice-President of the Commission, Mr Stanislav Shchotka, Secretary of the Qualification Chamber of the Commission and Mr Mykhailo Makarchuk, Secretary of Discipline Chamber of the Commission, Ms. Tetiana Veselska, Member of the Commission, Mr Andrii Vasylenko, Advisor to the Chairman of the Commission attended meeting was.
Mr Shchotka noted that when drafting process and methodology we took into account the proposals of international experts on the qualification evaluation of judges and the quality of justice, respect for judicial independence.
Mr. Roman Savchuk, Head of the Department of Organization of Judicial Training of the Secretariat of the Commission told about the design and content of the draft project and methodology. In particular, he drew attention on procedures and sources of information for the evaluation qualification of judges guarantees the independence of judges during the public participation evaluation process in this process.
Ms. Reda Moliene and Ms. Salvija Kavalne, international experts, Mr Oleksandr Pavlenko, National Expert and Ms. Lesia Nechyporenko and Anna Suhova, experts from USAID "Fair Justice" acquainted with the procedure and methodology of the project and make comments.
Recall that according to the Law of Ukraine "Ensuring the Right to a Fair Trial" the assessment of the qualification of judges to the High Qualification Commission of Judges of Ukraine. The procedure and methodology of qualification evaluation of judges is determined by the Commission in consultation with the Council of Judges of Ukraine.
