A working meeting of the Commission Secretariat Chief with representatives of the European Union Advisory Mission (EUAM) Ukraine, 8 April, 2016
On 8 April 2016 Mrs. Olena Ponomarenko, Chief of the Secretariat of the High Qualification Commission of Judges of Ukraine held a working meeting with representatives of the European Union Advisory Mission (EUAM) Ukraine. The participants discussed the perspective directions of cooperation between the Secretariat and EUAM.
The representatives of the EUAM Mr. John Cubbon, Strategic Advisor on Judicial Reform, Mr. Clemens Mueller, Strategic Anti-Corruption Adviser and Mrs. Olena Tochylovska, Judicial Reform Senior Assistant spoke on the topic of anti-corruption measures in the judicature.
In particular, the parties discussed the need to develop and conduct anti-corruption training for judges, who administer justice within five years term, as well for the staff of the Commission Secretariat. The question of improving the governance and management of the Commission, and studying the European experience regarding judges’ suspension from office due to criminal responsibility have also become the subject of discussion.
Following the meeting the representatives of the EUAM expressed the willingness to analyze in detail the existing mechanisms for applying anti-corruption measures in force in the Secretariat of the Commission, and to develop a series of trainings that would further contribute to the implementation of judicial reforms, improve human resource management, compliance by staff with code of business conduct and avoidance of conflicts of interest during the exercise of powers.
