The Commission will continue to cooperate with USAID FAIR Justice Project, December 29, 2014
Mr Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine and Mr David Vaughn, Chief of Party of USAID FAIR Justice Project signed a protocol on cooperation on December 29, 2014.
The Chairman of the Commission was acquainted with the USAID FAIR Justice Project’s major objectives and main activities. The participants of the meeting also discussed the joint action plan for 2015 based on the needs and priorities of the Commission.
Mrs Polina Kazakevych, the Head of the International cooperation division of the Secretariat of the Commission, Mr Andrii Vasylenko, the Advisor to the Chairman of the Commission, Mr Oleksandr Piskun, Democracy Project Management Specialist of USAID FAIR Justice Project, Mrs Natalia Petrova Deputy Chief of Party of USAID FAIR Justice Project also took part in the meeting.
The main objectives of the protocol on cooperation are:
- Constitutional, legislative and regulatory framework for judicial reform complies with European and international norms and supports judicial accountability and independence;
- Accountability and transparency of key judicial institutions and operations are strengthened;
- Professionalism and effectiveness of the Ukrainian judiciary are strengthened;
- Role of civil society organizations as advocates for and monitors of judicial reform is strengthened;
- Efficient and transparent judicial discipline mechanism is established;
- Procedure of selecting judicial candidates is improved and automated, and the procedures of transfer and lifetime election of judges are standardized in line with European and international best practices.
The parties also agreed on the development and approval of the list and benchmarks of personal and moral qualities for judicial candidates.
