Presentation of Opinion of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) on Procedure and Methodology for Qualification Assessment of Judges of Ukraine, 20 November, 2015

Today, on 20 November 2015, presentation of the Opinion of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) on Procedure and Methodology for Qualification Assessment of Judges of Ukraine, prepared by ODIHR at the request of the High Qualification Commission of Judges of Ukraine, was held at the premises of the National University of “Kyiv-Mohyla Academy.”

At the event the Commission was represented by Mr. Roman Savchuk, Director of Professional Qualification of Judges and Judicial Candidates Department of the Commission Secretariat, who told the participants about peculiarities of the initial qualification assessment and drew attention to the length of this procedure that shall be applied to the entire judicial corp.

The event was also attended by representatives of the High Qualification Commission of Judges of Ukraine, the Supreme Court of Ukraine, the High Council of Justice, the National School of Judges of Ukraine, the Center for Judicial Studies, the National Association of Advocates of Ukraine, the Center for Political and Legal Reforms and International NGO “Universal Examination Network”.

During the presentation the participants discussed experts’ recommendations provided in the opinion on the procedure for qualification assessment of judges in Ukraine, procedures for initial and duplicative qualification assessment of judges that are based on international and regional standards of judicial independence and the rule of law.
