According to the results of the qualification evaluation, 17%, or 238 judges, have already been dismissed or are subject to dismissal

evaluation of all judges of the country, launched within the framework of the judicial reform. In particular, it is assigned for three groups of judges in the amount of 5157 persons. Judges are evaluated by criteria of competence, professional ethics and integrity.

As of July 30, 2018, the evaluation has been completed for 1385 judges of local and appellate courts.

Of them, 1,147 judges (83%) successfully passed this procedure and were recognized as complying with their position.

Other 238 (17%) judges are subject to dismissal or have already been released, in particular:

· 127 judges (9%) did not confirm their compliance with the position - 83 judges did not pass the exam and 44 judges did not pass the interview with the members of the Commission;

· 111 judges (8%) were dismissed, inter alia, at their own discretion, or their authority was terminated during the evaluation.

There are 292 judges in respect of whom the evaluation procedure has been launched, but there are no final results due to the announcement of a break or the suspension of the qualification evaluation.

“The qualification evaluation allows identifying those judges who do not meet the criteria of competence, professional ethics, and integrity. Currently, out of the whole number of judges who are subject to dismissal due to its results, half of them have not passed the evaluation procedure, and half of them are resigning - thus, the judiciary is undergoing a procedure of purification and self-purification. We understand that because of this there is a personnel famine in the courts, so we are making recommendations for the appointment and transfer of judges as soon as possible. Currently, 252 judges “appointed for a five years term” have already received recommendations for the appointment. During this week judges of appellate instances who have successfully passed the evaluation are waiting for transfer to 40 appellate courts”, said Mr. Mykhailo Makarchuk, member of the Commission.

He also expressed his gratitude to public organizations and to all who provide information on judges, assisting the Commission in carrying out the evaluation that contribute to restoring trust in the judiciary in the society.

We are recalling that the qualification evaluation for the compliance with the occupied position was introduced within the framework of the judicial reform for all judges of Ukraine. For the first thousand judges, the evaluation was announced on October 20, 2017, and has been lasting for 9 months. Among the evaluated judges, 252 five-year-term judges whose powers have expired have already been recommended to the High Council of Justice for the appointment. This will allow the work of courts to be restored or relieved. Currently, judges from the first group are in the final stage of the qualification evaluation - interviews and dossier analysis. The second group of judges passed the exams and is currently undergoing testing of moral and psychological qualities. The third group, comprising 2,188 judges, the decision with respect to which was adopted on June 7, 2018, has already begun passing the exams.
