Appeal to the Judges of Ukraine

In connection with the adoption by the Verkhovna Rada of Ukraine of the Law of Ukraine No. 193-IX «On Amendments to the Law of Ukraine «On the Judiciary and the Status of Judges» and some Laws of Ukraine on the Activity of Judicial Governance Authorities» dated October 16, 2019, the powers of the current composition of the High Qualification Commission judges of Ukraine are terminated.

During the years of activity of the High Qualification Commission of Judges of Ukraine, a tremendous amount of work was carried out: two competitions for the vacant positions of judges of Courts of Cassation within the Supreme Court, competition to the High Anticorruption Court, for positions of judges of local general courts and local administrative courts. Competition to the High Intellectual Property Court and its Court of Appeal and a competition for the positions of judges of the courts of appeal have been announced. The Commission conducted qualification evaluation of about 3,200 judges.

These procedures would not have been possible without the support of international and national Projects and Organizations, including the EU Advisory Mission in Ukraine (EUAM), EU Support to Justice Sector Reforms in Ukraine Project, the Ukrainian-Canadian Support to Judicial Reform Project, the CoE Project Support for Judicial Reform in Ukraine, USAID New Justice Program, OSCE Project Coordinator Office in Ukraine, European Union Anti-Corruption Initiative in Ukraine (EUACI), EU project “Support to Justice Sector Reforms in Ukraine (Pravo-Justice), International Development Law Organization (IDLO), USAID's Democracy and Governance Program, the National Bar Association of Ukraine, the Bar Association of Ukraine and other public associations. Legal editions and journalists of other media dealing with legal issues have always promptly and thoroughly informed public about the activities of the Commission.

Unfortunately, not everything what was planned is realized. We hope that the new composition of the Commission will use all the experience of its predecessors to strengthen the judiciary and consolidate the rule of law in Ukraine.

We highly appreciate your significant contribution to the work of the judicial branch of our country and are convinced that impartial administration of justice is the key to the approximation of domestic justice to European standards.
