Arrangements for the initial qualification assessment of judges
During November 2015 the High Qualification Commission of Judges of Ukraine jointly with the State Judicial Administration of Ukraine and the National School of Judges of Ukraine will hold meetings with court staff managers and representatives of territorial departments of human resources service of the State Judicial Administration to discuss the creation, formation and maintenance of the local judicial dossier.
On 3-5 November, 2015 there will be the first working meeting with the court staff managers from Volynska, Zakarpatska, Ivano-Frankivska, Lvivska and Rivnenska oblasts. In order to ensure fast and qualitative performance of the Law of Ukraine “On ensuring the right to a fair trial” requirements for establishment of judicial dossier the Commission developed memo for court staff manager and different information materials. There also the appropriate classes on the basis of the regional offices of the National School of Judges of Ukraine will be held.
Under preparations for organization and holding of initial qualification assessment of appellate court judges, on 27 October 2015 Mr. Roman Savchuk, Director of Professional Qualification of Judges and Judicial Candidates Department of the Commission Secretariat held a videoconference with judges of the Appeal Court of Donetska oblast. During the conference the main provisions on procedure for initial qualification assessment of judges were explained.
For the purpose of organizing the initial assessment of appellate court judges the Commission prepared an appeal to all appellate courts to get information on existing specialization of judges in those courts and to work out a schedule for assessment of such judges and their prior informing.
To assess a criterion “ability to raise their professional level,” provided by the Law of Ukraine “On Judiciary and the Status of Judges” the Commission received from the National School of Judges of Ukraine information about the actual amount of measures on preparation and training of judges held during 2012-2015.
