Chairman of the Commission met with representatives of Chemonics Int.

On 10 November 2016 Mr. Sergii Koziakov, the Chairman of the High Qualification Commission of Judges of Ukraine held a working meeting with representatives of the USAID “Nove Pravosuddya” Justice Sector Reform Program and with the Representatives of Chemonics Int., Washington DC.

The Chemonics Int. was represented by Mr. Terri Kristalsky, Chemonics Int. E&E Senior Vice President and two Board members of the company – Ms. Annika Sweetland and Mr. Bisrat Aklilu.

During the meeting, the Chairman of the Commission briefed the guests with positive changes that taking place within preparation to the Supreme Court competition. In particular, the parties discussed the plan of organizational measures for the appointment of judges to cassation courts of the Supreme Court, peculiarities of the competition stages, mechanism of monitoring and public control.

The parties agreed that cooperation between the Commission and the USAID “Nove Pravosuddya” Justice Sector Reform Program reached the level of strategic partnership in the implementation of judicial reform, including amendments to the Constitution of Ukraine, adopted in 2016 and the implementation of the new Law of Ukraine “On the Judiciary and the Status of Judges” as well as the elements of the Strategy on reforming the judiciary, the justice and related legal institutions for 2015-2020, approved by the President of Ukraine Decree dated 20 May 2015 № 276/2015.

Regarding the support of arranging the Supreme Court competition the parties agreed to cooperate closely on such issues, as assistance in competition development procedures and administration of its processes by means of further providing technical advice on development and final approval of competition conditions and documentation; preparation of tests for qualification exams, development and implementation of assessment criteria, including professional skills, personal qualities, professional ethics and integrity.

Mr. Sergii Koziakov stressed on the importance of the automation of relevant Commission’s procedures to ensure transparency and objectivity of the process, including the development of the judicial dossier in electronic form and finalization of Automation System Workflow of the Commission.
