Commission and The Queen Mary University of London Project regarding providing technical assistance in establishing specialized IP court in Ukraine have agreed on cooperation
On 22 March 2018, the High Qualification Commission of Judges of Ukraine hosted the working meeting of the Commission’s members with Doctor Noam Shemtov, Director, The Queen Mary Intellectual Property Research Institute, The Queen Mary University of London Project regarding providing technical assistance in establishing the specialized IP court in Ukraine, Chief Project Manager; Professor Ioannis Kokkoris, Executive Director, Institute for Global Law, Economics and Finance, Project Manager; Ms.Maria Tymofienko, Project Manager; Ms. Olga Gurgula, Project Studies Coordinator.
The main topic of the meeting was to discuss the possible areas of cooperation within the framework of the Project technical assistance regarding the establishment of the specialized court on intellectual property in Ukraine.
The Chairman of the HQCJ briefed the British experts about the stages of the competition to the High Court on Intellectual Property and the requirements for candidates for the judicial positions of this Court. In general, the selection procedure will be similar to the procedure applied by the Commission during the Supreme Court competition, besides special test questions and practical tasks developed specifically for the competition to the IP court.
The Project representatives noted that the judicial reform in Ukraine is of high importance for the British Government and promised the Commission their overall support in the implementation of its powers during the competition to the patent court. In particular, within the framework of the Project, the comparative analysis of the leading world jurisdictions concerning court proceedings in the field of IP and the training of future judges of the High Court on Intellectual Property will be carried out.
At the meeting the High Qualification Commission of Judges of Ukraine was represented by Mr. Sergii Koziakov, Chairman of the Commission, Mr. Taras Lukash, member of the Qualification Chamber of the Commission, and Mr. Sergii Prylypko, member of the Chamber for Selection and Public Service of Judges of the Commission.

The purpose of The Queen Mary University of London Project regarding providing technical assistance in establishing the specialized IP court in Ukraine is to advise the Ukraine’s Government on the establishment of the High Court on Intellectual Property, given the experience of the leading world jurisdictions concerning court proceedings in the field of IP.
The main objectives of the Project are to prepare recommendations on the establishment and functioning of the IP court on the basis of the comparative analysis of the leading world jurisdictions concerning court proceedings in the field of IP; assistance in drafting a legislative act to ensure the work of the IP court; training for newly elected judges.
The Project is funded by the United Kingdom Department for International Development and the Foreign & Commonwealth Office joint Good Governance Fund with the support of the British Embassy to Ukraine.
