Commission has admitted 219 candidates to the competition to the High Court on Intellectual Property
Upon the consideration of documents submitted by 234 candidates for the competition to the High Court on Intellectual Property (IP-court), the HQCJ has admitted 219 candidates. 94 of them are women and 125 are men.
Ms. Tetiana Shylova, the Commission’s member, announced this during the Interregional Judicial Forum “High Qualification Commission: Everything Depends on Human Resources!”, held on 19 March 2018.
Ms. Tetiana Shylova also noted that 14 candidates were rejected, the consideration of one application was suspended.
According to the Law of Ukraine “On the Judiciary and Status of Judges”, a candidate can take part in the competition for a vacancy one year after the decision regarding his results in the latest competition (the qualification assessment) was taken. “After the long-term discussions, the Commission has decided to admit the candidates, who competed to the Supreme Court, to the competition to the IP court. However, their results in this competition will not be taken into account”, – emphasized the HQCJ member.
She added that the examination to the High Court on Intellectual Property comprises highly specialized questions. These assignments are of great importance to ensure that the professionals with solid IP law knowledge are selected to the court.
Experts from the National School of Judges and the Institute of Intellectual Property were involved in the development of the test database of the competition and the analysis of the assignments.
The competition procedure will be similar to the competition to the Supreme Court. All candidates will be subject to a background check by the competent authorities of the SSU, NACP, NABU, etc., including PIC, will take exams, psychological tests, as well as interviews with the members of the HQCJ following the judicial dossier analysis.
It's worth mentioning that the competition for 21 vacancies in the IP Court was announced on 30 September 2017. Currently, ten candidates compete for one vacancy. 206 judges, six patent attorneys, five defense lawyers and two persons with combined experience in law were admitted to the competition. The majority of candidates are aged from 30 to 39 – 130 persons, from 40 to 49 – 57 persons, from 50 to 59 - 29 candidates, three candidates are aged over 60.
