Commission hosted a meeting with the EU Pravo-Justice Project international expert mission on business process automation in the judicial system
On February 20, 2019, Ms. Olena Ponomarenko, Head of the Secretariat of the High Qualification Commission of Judges of Ukraine held a working meeting with representatives of the EU Pravo-Justice Project international expert mission on business process automation in the judicial system.
The expert mission included Ms. Lina Hryshkevych, Vice-Chairman of the Judicial Administration of Lithuania and Mr. Daimar Liiv, Judge of the Tallinn Administrative Court. Also, Mr. Ivar Tallo, international expert of the Project and Ms. Polina Kazakevych, national expert of the Project joined the discussion.
On behalf of the HQCJ Mr. Oleksandr Bystrushkin, Deputy Head of the Commission’s Secretariat, and Mr. Taras Neshyk, Director of the Judicial Career Department of the Commission’s Secretariat took part at the meeting.
The parties discussed the needs of the Commission in the area of electronic workflows. It is planned that this information will be included to the report, comprising proposals for further expert and technical support of the EU Pravo-Justice Project to the judiciary and judicial administration.
It should be noted that Component 4 “Electronic Justice” of the EU Pravo-Justice Project aims to support the effective functioning of electronic workflows in the Ministry of Justice of Ukraine, its main territorial offices, the General Prosecutor’s Office of Ukraine and the judicial system.
In addition, the Project contributes to changing the current situation in Ukraine, primarily by reviewing the procedure for conducting the reform of electronic justice by the heads of sector institutions. The Project also pays particular attention to the development of consolidated information management systems that will be useful to the judiciary and justice sector agencies in strategic planning, budget planning and performance management.

The EU Pravo-Justice Project implemented with the financial support of the European Union is aimed at consolidating pan-European reforms in the field of justice. The Project involves experts from various EU Member States and will continue till the end of year 2020. The main Project’s activities are, inter alia, assisting Ukrainian authorities in the judiciary reset and selection of new Supreme Court justices, the establishment of the Judicial Reform Council, restructuring the Ministry of Justice of Ukraine, reforming registers and e-justice, facilitating probation service etc.
