Commission’s representatives visited joint round table organized by EU Pravo-Justice Project and the USAID New Justice Program
On June 25, 2019, the round table «Selection of candidates for the positions of judges of the Supreme Court and the High Anti-Corruption Court of Ukraine: good practices, lessons learned and perspectives for the future» was organized jointly by the European Union Pravo-Justice Project and the USAID New Justice Program.
The purpose of the meeting was to discuss the practice of the High Qualification Commission of Judges of Ukraine and the High Council of Justice in conducting these competitions, their results, identifying problems and ways of its improving with participation of civil society representatives in this process.
The representatives of the High Qualification Commission of Judges of Ukraine, the High Council of Justice, the National School of Judges of Ukraine, the Supreme Court, the High Anti-Corruption Court, the Public Integrity Council, Public Council of International Experts, international organizations and projects for international technical assistance took part in the round table.
The High Qualification Commission of Judges of Ukraine at the event was represented by the Deputy Chairman of the HQCJU Stanislav Shchotka and member of the Commission Volodymyr Butenko.
The participants had an opportunity to discuss the experience of cooperation of representatives of the public and international experts with the High Qualification Commission of Judges of Ukraine in determining the candidates' compliance with the criteria of professional ethics and integrity.
Volodymyr Butenko shared his experience regarding the process of competitive selection of judges and qualification evaluation.
Stanislav Shchotka thanked the international partners for the assistance and support in conducting the selection for the positions of judges of the Supreme Court and the High Anti-Corruption Court of Ukraine and emphasized that no other country has such an experience.
Serhii Rakov, National Expert of the USAID New Justice Program, said that there is no perfect unified qualification evaluation system in the world, so each country should create its own one. The main requirement is that this system is to be continuously improved in accordance with the requirements of time, and this development should be promoted by constructive criticism of the public.

The Program is implemented to support the judiciary, Government, Parliament, Civil Society and the people of Ukraine in the implementation of judicial reform taking into account the Constitutional amendments 2016 in Strategy for reforming the judiciary structure, the judiciary proceedings and related legal institutions and the Action Plan for its implementation for 2015-2020.
EU Pravo-Justice Project, implemented with the financial support of the European Union, is aimed to consolidate European reforms in the field of justice. The Project, bringing together experts from different EU member states, will be completed by the end of 2020. The main areas of work of the Project are, inter alia: assisting the state bodies of Ukraine in the process of restoration of the judiciary system; selection of new judges to the Supreme Court; creation of the Judicial Reform Council; restructuring of the Ministry of Justice of Ukraine; reforming registry and e-justice; setting up the work of probation service, etc.
