May a judge, who is not in the reserve for filling vacant positions of judges or other persons, take part in competition announced on 02.07.2019 in vacancies for judges of local courts?

No, only candidates who are in reserve for the replacement of vacant positions of judges of local courts may participate in the specified competition for a position of judge.

When will the competition for a position of a judge, where judges are allowed taking part, be held?

The competition for vacancies for judges of local courts, the participation in which may be taken by judges, is scheduled to be announced by the end of July, 2019.

Why is it not possible for judges to register their intention to participate in a competition for a local court judge?

The judge is not limited in the right to inform the Commission of his intention to take part in the relevant competition by sending a written request to the Commission's electronic or postal address.

According to the accountants of the Commission, 136 judges informed about their intention to take part in the relevant competition.

The electronic registration system for such intentions is not carried out due to the lack of an appropriate urgent need.

Why has a competition for vacant positions of judges of local administrative and economic courts not been announced? When will it be held?

The maximum number of judges in local courts approved by the High Council of Justice is 4 903 and it is temporary (in 2019).

The High Council of Justice on June 20, 2019 appealed to the Commission with a recommendation on the urgent announcement of a competition for occupying vacant positions of judges in local general courts.

Currently in the Commission, the High Council of Justice and the State Judicial Administration of Ukraine are continuing the work on the approval of vacant positions, to which the competition will be promptly announced for the filling of vacancies for judges of local administrative and economic courts.

The announcement of relevant competition will be published on the official website of the Commission after making such decision.

During what period may I submit documents for participation in the announced competition on July 2, 2019 for the replacement vacancies of local court judges?

The deadline for submission of documents for participation in the competition is 1 calendar day, on July 12, 2019.

Can I submit documents for participation in the competition announced on July 2, 2019 personally in the Commission?

No, such documents should be submitted solely by means of the use of postal facilities and their sending by registered letter to the Commission address:            9, General Shapoval Str., Kyiv, 03109.

Documents for participation in competition submitted in any other way (personal submission, e-mail, etc.) shall not be acceptable.

Which documents should be submitted for participation in the competition announced on July 2, 2019?

To participate in the competition, the candidate for a position of judge shall submit to the Commission:

1) a written application for participation in the competition in accordance with Annex 1 to the Regulation;

2) a copy of the passport of a citizen of Ukraine;

3) a questionnaire for a candidate for a position of judge;

4) a copy of a workbook, a record (if any) or other documents proving the professional experience in the field of law;

5) CD with scanned copies of the documents specified by the Regulation and information about the candidate in the form according to Annex 9 to the Regulations.

Is it necessary to submit a medical certificate and / or a declaration of the person authorized to perform the functions of the state and / or the declaration of integrity, and / or the declaration of family ties for participation in the competition announced on July 02, 2019?

No, these documents are not included in the list of those needs to be submitted for participation in the competition.

What should I mention in field 4.1 «Declaration filed in accordance with the requirements of legislation in the field of prevention of corruption» information about a candidate for a position of judge to participate in competition announced on July 2, 2019? Is it necessary to submit such a declaration for participation in the competition separately?

At the indicated field, it is necessary to indicate the information on the declaration submitted for the purpose of participation in the selection. In the notes to the field, you may specify any information that, in the opinion of the candidate, is relevant for filling in the relevant field.

In order to participate in the competition announced on 02.07.2019 in accordance with the requirements of legislation in the field of prevention of corruption, declaration shall not to be submitted.

What to note in field 4.2 «Declaration of family ties of a candidate for a position of judge» information about a candidate for a position of judge to participate in competition announced on July 2, 2019? Is it necessary to submit such a declaration for participation in the competition separately?

In the «Period for which the declaration is filed» it is necessary to specify the appropriate period.


In the field «Date of completion of the declaration» you must specify the appropriate date. In the field «Date of receipt of the declaration to the Commission» it is necessary to indicate the relevant date if there is information about it or to indicate «unknown» in the absence of information about it.

In the notes to the field, you may specify any information that, in the opinion of the candidate, is relevant for filling in the relevant item.

The candidates for the declaration of family ties have been made public on the official website of the Commission in the relevant subsection of the section «Selection of candidates for the position of judge». To participate in the competition announced on July 2, 2019, the declaration of the family ties of a candidate for a judge's position shall not be submitted.

What should I mention in field 4.3 «Judicial Integrity Declaration» information about a candidate for a position of judge to participate in competition announced on July 2, 2019? Do I need to submit such a declaration for participation in the competition?

The given field should not be filled in view of the fact that such a declaration for participation in the competition announced on July 2, 2019 shall not be accepted.

Indication by the candidate of symbols ("-", etc.) or words ("not submitted", etc.) in the appropriate fields meaning the candidate did not submit the relevant declaration, shall not be deemed as a mistake.
