Council of Europe experts participated in working groups within the Project «Support to Justice Sector Reforms in Ukraine»

The first meeting of the working groups of the Project «Support to Justice Sector Reforms in Ukraine» was held on March 27, 2015 in the High Qualification Commission of Judges of Ukraine. The topic of discussion was the implementation of the new legislation on judicial discipline and discuss concepts establish a single authority responsible for the formation of the judiciary.

Mr Sergii Koziakov, Chairman the High Qualification Commission of Judges of Ukraine, Mrs Lorena Bachmaier Winter and Mr Gerhard Reissner, experts of the Council of Europe and the Venice Commission greeted participants.

Mr Mykola Patriuk, Vice-President of the Commission, Mrs Olena Ponomarenko, Chief of the Secretariat of the Commission, Mrs Svetlana Shokun Acting Head of the Service of Disciplinary Inspectors of the Secretariat of the Commission, Mrs Polina Kazakevych, Head of International Cooperation Division of the Secretariat of the Commission, Mr Andrii Kavakin, Project Manager, HRTF Project «Strengthening the System of Judicial Accountability in Ukraine», Mr Roman Savchuk, Head of the Department of Organization of Judicial Training of the Secretariat of the Commission, Mrs Olena Ovsiannikova and Mrs Yana Tretiak, Disciplinary Inspectors of the Commission, Valentyna Simonenko, Head of the Council of Judges of Ukraine, Mrs Tetiana Chumachenko, Member of the Council of Judges of Ukraine, Judge of the High Administrative Court of Ukraine, Mr Andriy Vasylenko, National Expert of the Project on issues of creation of legislation on a single authority responsible for the formation of the judicial body, Mr Igor Korniiuk and Mrs Elena Ovcharenko, National Experts of the Project on issues developing of the internal regulatory of the Commission according to disciplinary accountability of judges, Mrs Nataliia Vereshchinska, Director of the Center for Judicial Studies were also participated in working groups.

Participants discussed the changes to the regulatory acts relating to judicial discipline, European standards and practice of disciplinary proceedings, including the requirements of the European Court of Human Rights judgment in the case «Oleksandr Volkov v. Ukraine» and «Salov against Ukraine» heard recommendations of the Council of Europe to create a single authority responsible for the formation of the judiciary, namely formats mergers and features new body. It was also considered the possibility of attracting international and national experts of the Council of Europe to the activity of the Commission within the Project.

It should be notice that this year the High QualificationCommission of Judges of Ukraine started cooperation with the Council of Europe project «Support to Justice Sector Reforms in Ukraine». The Project aims to improve the regulatory and disciplinary procedures of the system of justice.
