High Qualification Commission of Judges of Ukraine and Queen Mary University of London signed Memorandum of Understanding
On 18 June 2018, the High Qualification Commission of Judges of Ukraine hosted the working meeting of Commission’s Chairman Mr. Sergii Koziakov with the representatives of The Queen Mary University of London Project, during which the parties signed the Memorandum of Understanding.
The respective document provides for cooperation in delivering the Project of technical assistance to support the establishment and operation of the High Court on Intellectual Property supported by the UK Government and British Embassy in Kyiv.
In particular, joint activities of the Project and the Commission will include: monitoring the selection of judges to the High Court on Intellectual Property; delivery of the training for judges selected to the IP Court within the program, developed by the Project; organization of a study visit to the UK for candidates selected to become IP Court judges in order to exchange experience in resolving intellectual property rights cases; providing assistance in communication with other government and judicial institutions and international donors to facilitate implementation of the Project.
The Chairman of the HQCJ informed British colleagues about the latest changes to Commission’s plans for the current year. As Mr. Sergii Koziakov noted, the Commission planned to conduct several parallel personnel procedures simultaneously - the second competition to the Supreme Court, to complete the competition to the High Court on Intellectual Property, the competition for vacant judicial positions of the High Anticorruption Court. At the same time, the Commission is carrying out the qualification evaluation of the entire judicial corps.
In addition, it is planned to complete the procedure of selecting candidates for the positions of local court judges, and to transfer judges to newly formed district courts in pursuance to the Presidential Decree “On Elimination and Formation of Local General Courts” dated December 29, 2017, No. 449/2017. “It’s impossible, but we know how to do it”, emphasized the Chairman of the HQCJ.
Project’s representatives noted that the work of the Commission was extraordinary and expressed their hope for further cooperation.
The Project was represented by Professor Ioannis Kokkoris, Executive Director of the Institute for Global Law, Economics and Finance, Manager of the the Queen Mary University of London Project of technical assistance to support the establishment and operation of the High Court on Intellectual Property in Ukraine; Ms. Maria Tymofienko, Project Manager; Ms. Olga Gurgula, Project Studies Coordinator; Ms. Olena Vardamatska, Project Coordinator in Ukraine, and Mr. Alex Philpott, Representative of the UK Good Governance Fund.

The purpose of The Queen Mary University of London Project of technical assistance to support the establishment and operation of the High Court on Intellectual Property in Ukraine is to advise Ukraine’s Government on the establishment of the IP court, given the experience of the leading world jurisdictions concerning court proceedings in the field of IP.
The main objectives of the Project are to prepare recommendations on the establishment and functioning of the IP court on the basis of the comparative analysis of the leading world jurisdictions concerning court proceedings in the field of IP; training of winners of the competition for the judicial positions of the IP court; organizing a working visit of newly elected judges to London to share the experience of UK courts, dealing with intellectual property rights, the UK Patent Office, and conducting meetings with intellectual property professionals.
The Project is funded by the United Kingdom Department for International Development and the Foreign & Commonwealth Office joint Good Governance Fund with the support of the British Embassy to Ukraine.
