HQCJ has started accepting notifications of intentions to become judges of the Supreme Court and the High Anti-Corruption Court

The High Qualification Commission of Judges of Ukraine announced on July 24, 2018, the commencement of registration of lawyers’ intentions to participate in the competitions for the positions of judges of the Supreme Court, as well as the High Anti-Corruption Court. In particular, those wishing to compete can submit a notification to four courts of cassation within the Supreme Court and to the High of Anti-Corruption Court and its Appeal Chamber.

Notifications of intentions are accepted at HQCJ’s website by August 1, 2018, and will help the Commission to technically prepare for the respective competitions.

“We have currently announced a technical procedure through which we invite lawyers, who meet the qualification requirements for the judicial positions of the two highest courts to notify their intentions. This will help the Commission’s Secretariat to determine the algorithm for conducting directly competitive procedures, for example, renting premises, preparing exam assignments, logistics, etc. I emphasize that accepting notifications of intentions is only a preparation procedure for the competition. We will announce the competition itself in the near future”, said the Chairman of the HQCJ Mr. Sergii Koziakov.

Lawyers who do not notify their intentions will also be able to take part in the competition, which will start after its announcement with the submission of relevant documents by candidates.

We are recalling, that to become a judge of the Supreme Court a candidate should have experience in the position of a judge, advocate, academician or the   combined experience in these positions not less than 10 years. To become a judge of the High Anti-Corruption Court a candidate should have at least five years of experience as a judge, or at least seven years of experience as an academician, a lawyer, or the combined experience in these positions.

Appointment to the positions of judges of the Supreme Court and high courts solely upon the results of the competition with the elimination of the influence of political bodies was introduced within the framework of the judicial reform and was first implemented by the HQCJ during the first public competition for the positions of the Supreme Court judges in 2017. Then, 1436 applications were filed, 846 candidates submitted documents, 625 candidates were admitted to the qualification evaluation, 381 candidates were admitted to the psychological testing, 320 candidates participated in rating and 120 were recognized as the winners. Of them, currently, 115 judges of the new Supreme Court are administrating justice, with a recommended number of 200 judges.

The total number of vacant positions of judges for the second competition to the Supreme Court and the competition to the High Anti-Corruption Court will be determined by the High Council of Justice, in consultation with the State Judicial Administration of Ukraine.

On July 17, 2018, the High Qualification Commission of Judges of Ukraine began the process of selecting members of the Public Council of International Experts within the preparation for the competition to the High Anti-Corruption Court. It shall consist of six members appointed by the High Qualification Commission of Judges of Ukraine exclusively at the nomination of international organizations with which Ukraine cooperates in the area of corruption prevention and counteraction in accordance with Ukraine’s international treaties.
