HQCJ started the second part of the examination in the framework of competitions to the Supreme Court and to the High Anti-Corruption Court
On November 14, 2018, the second part of the examination within the framework of competitions to the Supreme Court and the High Anti-Corruption Court began. Today candidates are taking a case study.
317 candidates to the Supreme Court and 156 candidates to the High Anti-Corruption Court, 48 of who are candidates to the Appeals Chamber of the High Anti-Corruption Court continue participating in the competition. This decision was adopted by the HQCJ on November 13, 2018 based on the results of checked anonymous written test that was taken by candidates on November 12.
Thus, based on the results of the anonymous test within the framework of the qualification evaluation, the number of candidates who continue participation in the competition to the Supreme Court is as follows:
Administrative Cassation Court within the Supreme Court – 104 candidates for 26 vacant positions;
Commercial Cassation Court within the Supreme Court – 64 candidates for 16 vacant positions;
Criminal Cassation Court – 54 candidates for 13 vacant positions;
Civil Cassation Court within the Supreme Court – 95 candidates for 23 vacant positions.
Also the following continue participation in the competition for the positions of judges:
to the High Anti-Corruption Court – 108 candidates for 27 vacant positions;
to the Appeals Chamber of the High Anti-Corruption Court – 48 candidates for 12 vacant positions;
“On November 14, for 5.5 hours candidates will write the text of the model court decision after considering merits of the model case in accordance with the specialization of the court. In the course of case study, they are allowed to use laws, codes, resolutions of the plenums and decisions of the European Court of Human Rights,” said Mr. Stanislav Shchotka, Deputy Chairman of the HQCJ.
The case studies taken will be checked and evaluated in the Commission. Members of the HQCJ will not know whose work they will be checking because the works are de-personified.
Mr. Stanislav Shchotka specified that based on the results of checking case studies, winners who will continue to participate in the competition will be determined at the rate of three candidates for one position among those who will score 60% or more than 120 possible points for this component of the exam.

It should be recalled that on August 2, 2018, the High Qualification Commission of Judges of Ukraine announced the second competition for 78 positions of judges of the Supreme Court and 39 positions of judges of the High Anti-Corruption Court and the Appeals Chamber of the High Anti-Corruption Court. The winners will be determined in early 2019.
It should also be noted that during two days of examination, the anonymous written test of November 12 and the case study of November 14, international observers were observing the course of the procedure, namely: representatives of the European Anti-Fraud Office (OLAF), the International Monetary Fund (IMF), the International Development Law Organization (IDLO), the Embassy of the Federal Republic of Germany to Ukraine, the Embassy of Japan to Ukraine, the EU Project “Pravo-Justice”, the USAID New Justice Program, the Department for Promoting Democracy and Governance of the USAID Regional Mission to Ukraine and Belarus, the EU Advisory Mission in Ukraine (EUAM).
