HQCJU announced competitions for 78 positions of judges to the Supreme Court and 39 positions of judges to the High Anti-Corruption Court
On August 2, 2018, the High Qualification Commission of Judges of Ukraine announced competitions for the positions of judges of the Supreme Court and the High Anti-Corruption Court.
The competition to the Cassation Courts of the Supreme Court was announced for 78 positions, in particular:
• to the Administrative Cassation Court – 26 positions;
• to the Civil Cassation Court – 23 positions;
• to the Commercial Cassation Court – 16 positions;
• to the Criminal Cassation Court – 13 positions.
The competition to the High Anti-Corruption Court has been announced for 39 positions, among which 12 are the positions of judges of the Appeal Chamber of the High Anti-Corruption Court.
The submission of documents will run from August 8, 2018, to September 14, 2018 in electronic and paper forms.
Advocates who meet qualification requirements to the candidates and have the intention to participate personally in the processes of changes in the country are invited to take part in the competitions. As it was during the first competition to the Supreme Court, judges of all instances, advocates and academicians will be able to become the judges of the highest court of the country and Anti-Corruption court, in particular:
• in the competition to the Supreme Court – judges, advocates, academicians and lawyers having the combined experience on these positions not less than 10 years;
• in the competition to the High Anti-Corruption Court – judges having 5 year experience, advocates, academicians and lawyers having a combined experience on these positions – not less than 7 years.
From July 24, 2018 until August 1, 2018, the HQCJU has carried out the procedure of announcement of intentions on participation in the competitions to the Supreme Court and the High Anti-Corruption Court. This procedure has informational purposes and does not provide any limits to the candidates on submitting applications for participation in the competitions. According to the results of the registration, the Commission received 1,624 notifications on the intentions to take part in the competitions, of which 842 were to the Supreme Court, 610 were to the High Anti-Corruption Court, and 172 – to the Appeal Chamber of the High Anti-Corruption Court.
“Competition procedures to the courts will be similar to the stages of the first competition to the Supreme Court. Candidates will pass the admission procedure, the special check, testing and practical assignment as well as psychological tests, interviews with psychologists and members of the HQCJU and with representatives of Ukrainian Public or International Organizations”, said
Mr. Sergii Koziakov, the Chairman of the HQCJU.
It bears reminding that within the framework of the competition procedure to the High Anti-Corruption Court, the Commission has already begun work on the creation of the Public Council of International Experts, which should assist the HQCJU in the establishment of integrity and professional ethics criteria for judicial candidates. Proposals from International Organizations the Commission expects to receive by September 15, 2018 in order to select the best candidates.
