HQCJU participated in regional discussion of provisions of the Code of Judicial Ethics and the Rules of Conduct of a Court Employee

On September 05, 2019, Ms. Maryna Ionova, Head of the Division for Human Recourses of the Secretariat of the High Qualification Commission of Judges of Ukraine, participated in the round table discussion within a series of regional discussions on updating the provisions of the Code of Judicial Ethics and the Rules of Conduct of a Court Employee which was held in Odessa, at the premises of the Southwest Commercial Court of Appeal, with the support of the USAID New Justice Program.

During the first part of the event, the participants discussed the work of the Committee on Ethics, Prevention of Corruption and Conflict of Interest of the Council of Judges of Ukraine; issues of judicial ethics and US experience in judges’ adhering to high standards in this area.

At the second session, they discussed the draft amendments to the Code of Judicial Ethics, the Commentary thereto, and the Rules of Conduct for a Court Employee.

The judges of the Southern Region expressed their views on the issues that need to be improved or incorporated into the draft amendments and recommendations.

The roundtable was attended by judges of Odesa, Mykolaiv, Kherson and Kirovohrad Regions, members of the Council of Judges of Ukraine, representatives of the Working group on updating the provisions of the Code of Judicial Ethics and preparing the Commentary on the Code of Judicial Ethics, staff of the Southwestern Commercial Court of Appeal, the State Judicial Administration of Ukraine and international and local experts.

Finally, the participants agreed to continue cooperation aimed at broad discussion and improvement of the Code of Judicial Ethics, the Commentary thereto and the Rules of Conduct of a Court Employee.

The United States Agency for International Development (USAID) New Justice Program has been operating in Ukraine since October 2016.

The purpose of the program is to provide support to the judiciary, the Government, the Parliament, civil society and the people of Ukraine in implementing judicial reform, taking into account the constitutional changes of 2016 and the Strategy for the reform of the judicial system, justice and related legal institutes for 2015-2020.

The New Justice program builds on the achievements of previous USAID Programs in Ukraine: Rule of Law and Fair Justice projects and uses their achievements to coordinate close cooperation with Ukrainian partners, USAID projects, the US Government and other projects of international donor organizations in Ukraine.
