Judicial activity effectiveness was discussed in Chernihiv
On 9th of October 2017, the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Serhii Koziakov, the Secretary of the Qualification Chamber of the Commission
Mr. Stanislav Shchotka and member of the Commission Mr. Andrii Kozlov took part in Chernihiv Regional Judicial Forum “Self-government of Judges – Guarantee of Independence”.
During the meeting, parties discussed issues of judicial reform, perspectives, and realities of court independence constitutional guarantees, mechanisms of lawful influence on the efficiency of judicial activity, sectoral changes and international judicial processes.
Mr. Sergii Koziakov, based on the example of the competition to the Supreme Court, told the audience about the main tendencies in the formation of the judiciary, as well as about the peculiarities of the selection process of judges to local courts. He reminded that the Commission will also carry out a procedure for the qualification assessment of acting judges.
During the speech, the member of the Commission Mr. Andrii Kozlov informed the participants of the conference on the specifics of the application of psychological tests in the subsequent procedures, which will be conducted by the Commission.
A lot of attention was paid to the issue of judiciary governance. Mr. Stanislav Shchotka drew the attention of the audience to the need to work hard on preparing the future composition of judicial governance and self-government body. According to his opinion, it is important to determine the requirements for the future members in such institutions as the HQCJ, the HCJ, and CJU, as well as their training as a component of increasing judicial independence.
Members of the HQCJ, HCJ, and CJU, judges, attorneys, lawyers took part in the discussion of judicial reforms.

“New Justice” Program of the United States Agency for International Development (USAID). The organizers of the event were the Association for the Development of Judicial Self-Government of Ukraine and a section of the judges of the Ukrainian Bar Association.
