Meeting of members of the Commission with representatives of the USAID New Justice Program

On May 16, 2019, at the High Qualification Commission of Judges of Ukraine took place a working meeting with representatives of the USAID New Justice Program: international expert Mr. Pim Albers, Deputy Chief of Party Ms. Nataliia Petrova and Program Legal Adviser Mr. Sviatoslav Tkachuk.

Mr. Pim Albers presented to the participants of the meeting an analysis of the Commission's qualification evaluation procedures, during which the parties discussed the Regulation of the High Qualification Commission of Judges of Ukraine; Regulation on the procedure and methodology of qualification evaluation, indicators of compliance with the criteria of qualification evaluation and means of their establishment; Procedure for conducting the exam and the methodology for establishing its results in the qualification evaluation procedure; Regulation on the compilation of a qualification examination and a methodology for evaluating candidates for a position of judge; Procedure for the formation and maintenance of a judicial dossier and the Procedure for the formation and maintenance of a dossier of a candidate for a position of judge.

During his speech, Mr. Pim Albers noted that the analyzed legal acts are important comprehensive documents that meet international standards in the field of justice, and added that the Commission has done a really great job by developing the above-mentioned documents at such a high level.

The parties discussed ways to improve the legal regulation of the Commission's career procedures, in particular, by their unification to provide more convenient format for these documents for judges and judicial candidates, as well as the possible involvement of international experts in this process in future.

In second part of the event, the expert presented an analysis of the draft Procedure and Methodology for evaluation and self-evaluation, based on the experience of conducting of such procedure in countries such as the Netherlands, Australia, the United Kingdom, USA, etc.

The High Qualification Commission of Judges of Ukraine at the event was represented by the members of the Commission Ms. Tetiana Veselska, Mr. Stepan Gladii, Ms. Anastasiia Zaritska, Mr. Andrii Kozlov, Mr. Taras Lukash, Mr. Mykhailo Makarchuk, Mr. Mykola Mishyn, Mr. Yurii Titov, Director of the Judicial Career Department Mr. Taras Neshyk and Deputy Head of the Department of International Cooperation of the Commission Secretariat Ms. Yuliia Tkachenko.

The United States Agency for International Development USAID New Justice Program has been operating in Ukraine since October 2016.

The purpose of the program is to provide support to the judiciary, the Government, the Parliament, civil society and the people of Ukraine in implementing judicial reform, taking into account the constitutional changes of 2016 and the Strategy for the reform of the judicial system, justice and related legal institutes for 2015-2020.

The New Justice Program builds its work on the achievements of previous USAID Ukraine: Rule of Law and Fair Justice Projects and uses their achievements to coordinate close cooperation with Ukrainian partners, USAID projects, the US Government and other projects of international donor organizations in Ukraine.
