Members of the Commission exchanged experience with German colleagues in judicial career issues
On 11 July 2017 members of the High Qualification Commission of Judges of Ukraine Mr. Stanislav Shchotka, Mr. Andriy Kozlov and Mr. Taras Lukash communicated with the delegation of German experts in the field of justice. In particular, the parties discussed the career issues of a judge in two countries.
Members of the Commission talked about the High Qualification Commission of Judges of Ukraine and its powers, paying special attention to the relevant narratives of legislation after amendments to the Constitution of Ukraine and the Law of Ukraine “On the Judiciary and the Status of Judges”, according to which the powers of the Commission were updated. Also, the topics of the conversation were the procedure for selecting candidates and appointment on the position of a judge and the peculiarities of competitive selection based on the example of the competition to the Supreme Court.
In addition, members of the Commission discussed the issues of the order and stages of qualification assessment, training and refresher training of judges, and the methodology for conducting a judicial dossier.
From the German party the event was attended by experts from the German Foundation for International Legal Cooperation (IRZ): retired President of the High Court of Land Dr. Gerhard Kircher, retired President of the Land Court Mr. Hans-Otto Bartels and legal counsel of the IRZ Mr. Gennadii Ryzhkov.
Representatives of the German delegation informed Ukrainian colleagues about the system of the selection and appointment of candidates for the position of a judge taking into account the federal structure of Germany, as well as about the peculiarities of the assessment the judges’ activities in Germany by the Presidents of the respective courts.
At the end, parties noted the extraordinary informative nature of the meeting and agreed to hold similar professional discussions in the future.
