Members of the HQCJU met with Twinning Project experts

On March 12, 2019, Ms. Valentyna Ustymenko, Secretary of the Qualification Chamber of the High Qualification Commission of Judges of Ukraine, Mr. Serhii Prylypko, Member of the Qualification Chamber of the Commission and Ms. Iuliia Tkachenko, Deputy Head of the International Cooperation Department of the Commission’s Secretariat held a working meeting with representatives of the Twinning Project “Strengthening the Institutional Capacity of the Supreme Court of Ukraine in the Area of Human Rights Protection at the National Level”.

The Project was represented by Mr. Jānis Neimanis, judge of the Constitutional Court of Latvia, former member of the Disciplinary Commission of Judges of Latvia, Mr. Ramunas Gadliauskas, judge of the High Administrative Court of Lithuania, member of the Judicial Council and the Court of Honor of Lithuania, Ms. Irena Kutsina, Deputy State Secretary for Judiciary of the Ministry of Justice of Latvia and Ms. Jautrite Briede, permanent Advisor to the Project, Justice of the Supreme Court of Latvia.

Members of the HQCJ familiarized the experts with the chronology of legislation changes and the peculiarities of disciplinary proceedings against judges in Ukraine over the past five years and shared Commission’s experience in such proceedings during the period when the said procedure was within Commission’s powers.

In turn, international experts told about the system of bringing judges to disciplinary liability in Lithuania and Latvia.

It should be noted that the mentioned expert mission is working in the framework of preparation for discussions between the judiciary representatives from the European Union countries and the Justices of the National Supreme Court supported by the Twinning Project “Strengthening the Institutional Capacity of the Supreme Court of Ukraine in the Area of Human Rights Protection at the National Level”.
