Monitoring of the quality of work and accessibility of courts in Poltava, Kharkiv and Chernivtsi Regions presented by court visitors in Kyiv

On September 23, 2019, the Chairman of the High Qualification Commission of Judges of Ukraine Sergii Koziakov participated in a round table organized by the Public Association "Legal Development Network" with the support of the USAID New Justice Program.

During the event, analytical reports “Assessment of citizens' satisfaction with the quality of certain aspects of the functioning of the courts” were presented in the Chernivtsi, Kharkiv and Poltava Regions within the framework of the Court Performance Assessment System (SORS) using the methodology of civil reporting cards.

The survey was conducted in 94 courts, where 10119 respondents were interviewed. Its purpose is to identify priority areas for improving the quality of work of specific courts.

According to the methodology of the study, the quality of work was assessed through the prism of six main dimensions: court accessibility, convenience and comfort of being in court, completeness and quality of information, perceptions of the staff of the court apparatus, adherence to the terms of court proceedings and perceptions of the judge.

During the discussion the participants of the round table discussed the identified issues in the work of the courts and possible ways of their elimination. It is noted separately that the work of the courts in the different study areas is mostly similar, so most of the experts' recommendations are in line.

During the final session, Sergii Koziakov thanked the public association Legal Development Network and the USAID New Justice Program for a thorough analysis of the quality of court services through their evaluation by court visitors, noting the detail of the indicators, the high number of respondents, and the number of respondents interviewed.

The United States Agency for International Development (USAID) “New Justice” Program started its work in Ukraine in October 2016.

The purpose of the Program is to support the judiciary, Government, Parliament, Civil Society and people of Ukraine in the implementation of judicial reform given the constitutional amendments of 2016 and The Ukraine Judiciary Development Strategy 2015–2020.
