Mr Sergii Koziakov held personal reception of citizens

Mr Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine held personal reception of citizens on 3 August 2015.

The Commission Chairman told about the main tasks and powers of the HQCJU in the context of the Law of Ukraine "On ensuring the right to a fair trial." Under the new procedures all complaints filed with the High Qualification Commission shall be recorded in judicial dossier and will be taken into account when evaluating the qualification of judges.

Mr Koziakov communicated with residents of Kyiv, Kyivska and Cherkaska oblasts. They explained the reasons of their complaints filed against judges by seeing in the conduct of judges the signs of disciplinary offense. In particular, they saw the judicial violation of procedural law, unjustified delay of the proceedings by judge and judicial failure to take measures in respect of citizen’s petitions at the times specified by the law.

The Chairman of the Commission reminded the attenders that at the time the Commission was not working about 10000 complaints were received. From 9 December 2014 the Commission has received additional 6674 complaints. On average the Commission receives up to 250 complaints weekly. Mr Koziakov assured that despite existing problems of the Commission workload all complaints will be considered as soon as possible.

Almost all the citizens who came to meet with the Chairman expressed grievances against the slow speed of changes in work of Ukrainian courts.
