Mr. Stanislav Shchotka familiarized experts of the European Commission with results of the competition to the High Anti-Corruption Court
On March 13, 2019, Mr. Stanislav Shchotka, Deputy Chairman of the High Qualification Commission of Judges of Ukraine took part in consultations with experts of the European Commission monitoring mission, which took place within the framework of assessing Ukraine’s implementation of the terms of the Memorandum of Understanding between Ukraine as a Borrower and the European Union as a Lender. Thus, the creation of such an anti-corruption court is provided in the list of structural reforms that must be implemented by Ukraine to obtain credit funds under the EU fourth Macro-Financial Assistance Program.
Mr. Stanislav Shchotka informed European experts about the results of the qualification evaluation during the competitions to the High Anti-Corruption Court and the Appeal Chamber of the High Anti-Corruption Court, announced by the Commission on August 02, 2018. He informed that on March 06, 2019, the HQCJ approved the ratings of candidates for vacant positions of judges of these courts, and also adopted the decision to submit recommendations to the High Council of Justice on the appointment of candidates for judicial positions within the framework of these competitions.
In addition, the Deputy Chairman of the Commission drew the attention of the European Commission representatives that Ukraine was the first country to invite international experts to participate in the selection of judges. According to Mr. Stanislav Shchotka, all the winners of the competition were given not only the “green light” from international experts, who thoroughly checked the details of contestants’ biographies but also the recommendations of the Commission.
We are recalling that on September 14, 2018 Ukraine and the European Union signed the Memorandum of Understanding between Ukraine as Borrower and the European Union as Lender and the Loan Agreement between Ukraine as Borrower, the National Bank of Ukraine as Agent to the Borrower and the European Union as Lender (regarding Ukraine receiving macro-financial assistance from the European Union in the amount of up to 1 billion euros).
