Mr. Stanislav Shchotka informed experts of the European Commission about the course of competition to the High Anti-Corruption Court

On October 4, 2018, the Deputy Chairman of the High Qualification Commission of Judges of Ukraine Mr. Stanislav Shchotka took part in discussions with experts of the monitoring mission of the European Commission regarding fulfillment by the Ukrainian party of obligations under an international agreement with the EU.

Mr. Stanislav Shchotka informed the European experts about competition procedures to the High Anti-Corruption Court, which the High Qualification Commission of Judges of Ukraine announced on August 2, 2018. The creation of such a court is provided in the list of structural reforms that must be implemented by Ukraine to obtain credit funds under the EU fourth Macro-Financial Assistance program.

The Deputy Chairman of the Commission noted that the HQCJU would elect members of the Public Council of International Experts in the near future. He recalled that the Commission had received from international organizations a list of 12 candidates for the PCIE, 6 of which would be elected.

Mr. Stanislav Shchotka also said that 343 candidates had acceded to participate in the competition to the High Anti-Corruption Court: 240 of them to the HACC and 103 to its Appeals Chamber. Currently, the admission procedure is in progress. The Commission has already admitted 21 candidates and refused admission with regard to 2 candidates.

In addition, the Deputy Chairman of the Commission drew attention of the experts to the fact that everyone would be able to read published dossiers of candidates to the High Anti-Corruption Court on the official web-site of the HQCJU. 138 dossiers have already been published and work in this direction is in progress. The Commission is interested in forming the High Anti-Corruption Court of qualified and independent judges, with the selection of such judges being conducted as transparently as possible.

The discussions took place within the framework of internal procedures of ratification of international treaties of Ukraine. We are recalling that on September 14, 2018 Ukraine and the European Union signed the Memorandum of Understanding between Ukraine as Borrower and the European Union as Lender and the Loan Agreement between Ukraine as Borrower, the National Bank of Ukraine as Agent to the Borrower and the European Union as Lender (regarding Ukraine receiving macro-financial assistance from the European Union in the amount of up to 1 billion euros).
