Public Council of International Experts has received case studies of candidates for the positions of judges of the High Anti-Corruption Court,  Mr. Stanislav Shchotka

The High Qualification Commission of Judges of Ukraine transferred 156 case studies taken by candidates for the positions of the High Anti-Corruption Court on November 14, 2018 to the Public Council of International Experts. This was announced by Mr. Stanislav Shchotka, Deputy Chairman of the HQCJU at the conference “De-Corruption of Ukraine” dedicated to International Anti-Corruption Day which took place on December 07, 2018.

In the course of the event, representatives of NGOs, authorities and business analyzed anti-corruption reforms taking place in Ukraine since the victory of the Revolution of Dignity.

In particular, Mr. Stanislav Shchotka gave a detailed account of the course of the competition to the High Anti-Corruption Court, stressing that all the procedures are transparent and the public can follow them step-by-step. “We have set a standard for ourselves: all information about candidates to the HAC in possession of the Commission is available to the PCIE. Currently, all 156 case studies have been transferred to the PCIE”, said Mr. Stanislav Shchotka.

He also noted that the HQCJU prepared and sent Consent for Access for the PCIE to Materials of a HACC Judicial Candidate’s Dossier. To date, the Commission has received 130 such consents. “If a candidate does not provide his consent, it is his choice which shows how ready he is to interact with the PCIE,” said Mr. Stanislav Shchotka.

Regarding tentative timelines for announcing the results of the competition, he noted that “the limit established is the second decade of February 2019.”

Answering the question as to whether the High Anti-Corruption Court will become a “guillotine” in fighting corruption, the Deputy Chairman of the Commission noted that his job as a member of the HQCJU is to elect candidates for the position of a judge from among Ukrainian professionals who can courageously, fairly and without being subjected to pressure adopt lawful decisions, guided by the principle of the rule of law.

The meeting was also attended by Mr. Hugues Mingarelli, Head of the EU Delegation to Ukraine, Mr. Artem Sytnyk, Director of the National Anti-corruption Bureau of Ukraine, Mr. Maksym Hryshchuk, First Deputy Head of the Specialized Anti-Corruption Prosecutor’s Office, Mr. Algirdas Šemeta, Business Ombudsman to Ukraine, Ms. Eka Tkeshelashvili, Head of the EU Anti-Corruption Initiative in Ukraine, Mr. Yaroslav Yurchyshyn, Chair of the Board of Transparency International Ukraine and Ms. Kateryna Ryzhenko, Legal Adviser of Transparency International Ukraine.

The event was organized by Transparency International Ukraine with the support of the United States Agency for International Development (USAID), Pact and the EU Delegation to Ukraine.
