Representatives of the Commission took part in the final event of the Council of Europe Project on monitoring progress of reforms in the field of justice in Ukraine
On July 17, 2018, Mr. Serhii Prylypko, member of qualification chamber of the High Qualification Commission of Judges of Ukraine participated in the final event of the Council of Europe Project “Consolidating Ukraine’s Justice Sector Reform” working in Ukraine from year 2017 to July 2018.
The welcoming speeches were delivered by Mr. Мårten Ehnberg, Head of the Council of Europe Office in Ukraine, Ms. Maria Oreshkina, Project Co-ordinator, Human Rights National Implementation Division, Directorate of Human Rights and Rule of Law of the Council of Europe and Mr. Kostyantyn Krasovsky, Chief of the Head Department for Legal Policy of the Presidential Administration of Ukraine.
Mr. Adis Hodzic, international expert of the Council of Europe briefed the participants on the latest achievements of implementing the Justice Sector Reforms Progress Review Methodology as a basic tool, its advantages, achievements and further plans.
In addition, Mr. Marcin Cieslak, international expert of the Council of Europe described the peculiarities of using online platform on the basis of the above-mentioned methodology.
It is expected that Justice Sector Reforms Progress Review Methodology will provide leading stakeholders with special basis for evaluating key results of judiciary reform in Ukraine. The project assumes that this methodology for measuring progress will become a tool for measuring and outlining results of the implementation of the Strategy for the reform of judiciary and related legal institutions for years 2015-2020 and the Action Plan thereto by providing recommendations and expert support.
In addition, the Council of Europe intends to help the parties concerned to create a website with information and monitoring tool regularly updated on the basis of the Methodology for measuring progress and its matrices.
Representatives of the Delegation of the European Union to Ukraine, Judicial Reform Council, Ministry of Justice of Ukraine, judicial branch, bar, law enforcement agencies, other participants of justice sector, civil society and international projects also participated in the event.

The general objective of the Council of Europe Project “Consolidation of Justice Reform in Ukraine” is to unite Ukraine's efforts in implementing justice reform, assist in measuring influence of reforms and contribution of the CoE and other international actors. Furthermore, the Project will provide a platform for reporting on the progress of reforms and urgent needs. Another part of the Project is evaluating the needs of the National Bar Association of Ukraine with a view to further assisting Ukraine in the development of independent and professional advocacy.
