Round table “Ukraine’s progress in the implementation of the group of decisions of the European Court of Human Rights “Oleksandr Volkov v. Ukraine”: ensuring independence and accountability of judges” was held

On February 14, 2019, representatives of the High Qualification Commission of Judges of Ukraine took part in the round table “Ukraine’s progress in the implementation of the group of decisions of the European Court of Human Rights “Oleksandr Volkov v. Ukraine”: ensuring independence and accountability of judges”, organized by the Council of Europe Project “Supporting Ukraine in execution of judgments of the European Court of Human Rights”.

Welcome speeches were delivered by Mr. Andrii Kavakin, Coordinator of the Council of Europe Project “Supporting Ukraine in execution of judgments of the European Court of Human Rights”, Mr. Ivan Lishchyna, Deputy Minister of Justice of Ukraine – Commissioner for the European Court of Human Rights,               Mr. Kostyantyn Krasovsky, Chief of the Main Department on the Legal Policy of the Presidential Administration of Ukraine, Secretary of the Judicial Reform Council.

Representatives of the Supreme Court, the High Council of Justice and the High Qualification Commission of Judges of Ukraine, other state authorities and public organizations, representatives and experts of the Council of Europe discussed the progress of Ukraine in the implementation of the group of decisions of the European Court of Human Rights “Oleksandr Volkov v. Ukraine” and “Kulikov and others v. Ukraine”, as well as individual and general measures necessary for the full implementation of the specified group of cases.

In addition, Ms. Olga Lopushanska, Coordinator of the law-making work of the All-Ukrainian public organization “Ukrainian Bar Association”, presented interim results of the analysis of the procedure for administrating a judicial dossier in the context of the Council of Europe’s standards and recommendations.

Also, on this day, the first meeting of the Steering Committee of the Council of Europe Project “Supporting Ukraine in execution of judgments of the European Court of Human Rights”, during which the main achievements of the Project in 2018, as well as the priorities and directions of the Project for 2019 were discussed, was held.

The Commission at the events was represented by Mr. Taras Lukash, Member of the Commission, Ms. Iuliia Tkachenko, Deputy Head of the International Cooperation Department of the Commission’s Secretariat and Ms. Yana Korsunska, Head of the Sector of Patronage Service of the Commission’s Chairman of the Commission’s Secretariat.

The Council of Europe Project “Supporting Ukraine in execution of judgments of the European Court of Human Rights” is funded by the Human Rights Trust Fund. The objective of the Project is to support Ukraine in the improvement of its national system of execution of judgments of the European Court of Human Rights that involve violations of Article 6 of the European Convention on Human Rights, where the root cause is an issue within the judiciary.
