The Chairman of the Commission held a working meeting with the expert of the USAID New Justice Program

On June 19, 2017 the Chairman of the Commission Mr. Sergii Koziakov with the support of the USAID New Justice Program held a working meeting with Ms. Victoria Jannet, the expert on constitutional reform and corruption risk assessment, Ms. Natalia Petrova, Deputy Chief of the USAID New Justice Program and Ms. Myroslava Vorontsova, Legal Specialist.

During the meeting, Ms. Jannet told that in order to monitor potential and existing corruption risks in the justice sector of Ukraine she analyzed Ukrainian legislation in the field of combating corruption, the judiciary and the status of judges, namely considering the amendments to the Constitution of Ukraine on justice, to the Law of Ukraine “On the Judiciary and Status of Judges”, the Law of Ukraine “On the High Council of Justice”, the Law of Ukraine "On Prevention of Corruption", the Law of Ukraine “On the National Anti-corruption Bureau of Ukraine”, the relevant provisions of the Civil and Criminal Codes, Civil Procedure Code, Criminal Procedure Code and the Code of Ukraine about administrative


violations, as well as a number of bylaws, approved by the judicial authorities and the National Agency on corruption prevention.

Parties discussed the current legislation on prevention and combating corruption in the justice sector, as well as possible ways to improve it. 

The Chairman of the Commission told about the changes in the Commission’s activity as a result of the constitutional reform, emphasizing the unprecedented openness and transparency of working procedures.   

Mr. Sergii Koziakov drew the attention of the representatives of the Program to the fact that after the constitutional changes the election of judges takes place only through the competition. In particular, the final stage of the competition for occupying a position of a judge of the cassation courts within the Supreme Court is currently being held – the plenary sessions of the Commission on candidates to the Supreme Court, for whom the break was announced in connection with the Public Integrity Council’s opinion about their non-compliance with the criteria of professional ethics and integrity. In addition, the Chairman of the Commission stressed that for the first time in Ukraine the Commission organized a broadcasting of the interviews on the official Youtube channel for an unlimited number of observers, published the dossiers of candidates, as well as established and attracted the Public Integrity Council to the administrative procedures.
