The Commission has held a regular meeting with the Council of Europe Project on monitoring the progress of Justice Sector Reform in Ukraine

On 5 March 2018, the High Qualification Commission of Judges of Ukraine hosted the working meeting with the Council of Europe Project “Consolidating Ukraine’s Justice Sector Reform” National Manager Ms. Kateryna Halenko and the CoE international expert Mr. Adis Hodzic.

In particular, they discussed the further development and specification of the key indicators of the upcoming online database on monitoring the implementation of the judicial reform in the part of the Commission’s mandate in the light of the recent legislative amendments. Special attention was paid to the Progress Review Methodology of the Justice Sector Reform in Ukraine.

This document, which comprises a relevant narrative guide, pillar-specific tools incorporating monitoring matrices, has been compiled on the basis of contributions of the consultants’ team having presented conceptual considerations for the purpose of identifying an overall approach, model, structure and other elements of the evaluation of the results of the Justice Sector Reform in Ukraine in their dynamics.

As the international expert of the Council of Europe Mr. Adis Hodzic noticed, the judicial stakeholders should cooperate more actively with each other and with the EU institutions in order to establish an online database on monitoring the judicial reform by the end of 2018. He also thanked the Commission for its fruitful cooperation.

At the end of the meeting, the parties agreed to continue coordinate their efforts to achieve the defined objectives.

At the event the Commission was represented by Ms. Olena Ponomarenko, Head of the Commission’s Secretariat and Mr. Oleh Rybchuk, Deputy Director of the Judicial Career Department, Head of the Division of Statistical and Analytical Work of the Commission’s Secretariat.

The general purpose of the Council of Europe Project “Consolidating Ukraine’s Justice Sector Reform” is to unite Ukraine's efforts in implementing justice reform, assist in measuring the impact of reforms and the contribution of the Council of Europe and other international actors. In addition, the Project will allow to inform about the progress of reforms and urgent needs. Another competence of the Project is the needs assessment in respect of the Ukrainian National Bar Association in order to further assist Ukraine in the development of an independent and professional advocacy.
