The Commission hosted a seminar on the selection and evaluation of judges and candidates for judicial positions
On January 16, 2019, a seminar with the participation of members of the High Qualification Commission of Judges of Ukraine on the application of standards of proof in the selection of judges and discussion of criteria of integrity and professional qualification for the evaluation of candidates for judicial positions was held.
Welcome speeches were given by Mr. Sergii Koziakov, Chairman of the Commission, Mr. Dovydas Vitkauskas, Head of the EU Pravo-Justice Project, Ms. Eka Tkeshelashvili, Head of the European Union Anticorruption Initiative in Ukraine and Mr. Liubomyr Markevych, Head of the Ukrainian-Canadian Support to Judicial Reform Project.
At the first session of the training, Mr. Donald Chiasson, Legal and Education Director of the National Judicial Institute of Canada, presented his report and briefed the members of the Commission on international standards of proof during the selection of judges.
The second session began with the presentation of Dr. Tilman Hoppe, expert on anti-corruption issues, international consultant to the European Union Anti-Corruption Initiative in Ukraine, who presented the main aspects of integrity and professional qualification criteria for assessing candidates for judicial positions.
Both sessions were accompanied by lively discussion and exchange of opinions between the participants.
The event was also attended by Ms. Anna Adamska, international expert of the EU Pravo-Justice Project, Ms. Oksana Matiiash, national expert of the EU Pravo-Justice Project, Mr. Clemens Mueller, Senior Anti-Corruption Advisor of the European Union Anti-Corruption Initiative in Ukraine, Ms. Halyna Kokhan, anti-corruption expert of the European Union Anti-Corruption Initiative in Ukraine and Ms. Valeriia Kokhan, Deputy Head of the Ukrainian-Canadian Support to Judicial Reform Project.
The High Qualification Commission of Judges of Ukraine was represented by Mr. Sergii Koziakov, Chairman of the Commission, Mr. Stanislav Shchotka, Deputy Chairman of the Commission, Mr. Volodymyr Butenko, Mr. Andrii Vasylenko, Ms. Tetiana Veselska, Mr. Stepan Gladii, Ms. Anastasiia Zaritska, Mr. Andrii Kozlov, Mr. Taras Lukash, Mr. Pavlo Lutsiuk, Mr. Mykhailo Makarchuk, Mr. Mykola Mishyn, Mr. Sergii Prylypko, Mr. Yurii Titov, Ms. Tetiana Shylova, members of the Commission.
The event was held within the framework of implementing the recommendations of the Report on Selection and Evaluation of Judges in Ukraine developed and presented by the EU PRAVO-Justice Project on November 23, 2018.
