The Council of Europe notes that the procedures implemented by the High Qualification Commission of Judges of Ukraine are highly professional and are in line with the working principles of the Council of Europe. “The work of the High Qualification Commission of Judges of Ukraine over the last two years is very impressive ... I have followed very closely the work of the Commission, visited it on several occasions and also followed interviews on YouTube channel. The procedure (note – the competition to the Supreme Court) carried out is very impressive, “said Mr. Regis Brillat.

He emphasized that the work of the Commission is closely connected with the principles of work of the Council of Europe. After the first two years of such work the Council of Europe is currently proceeding in analyzing the HQCJU procedures and is providing advices on further work, in particular regarding qualification evaluation and the second competition to the Supreme Court.

“The Council of Europe within Action Plan on Ukraine is also working very closely with the High Qualification Commission as provided some opinions on the way the selection of judges could be made,” added Mr. Regis Brillat.

“I do not know any precedent of that kind of procedure (note – qualification evaluation of judges) in other Council of Europe member states, but this is the clear translation of the commitment of Ukrainian authorities to the creation of the new judiciary which would comply with the requirements of the European Convention on Human Rights,“ summed up European high-ranking official.
