The first coordination meeting with representatives of International organizations and Diplomatic institutions on the establishment of the High Anti-Corruption Court was held
The High Qualification Commission of Judges of Ukraine continues making arrangements to the competition for the positions of the High Anti-Corruption Court (HACC) judges. On July 25, 2018, the Chairman of the Commission Mr. Sergii Koziakov, the Head of the Commission’s Secretariat Ms. Olena Ponomarenko and acting Head of the International Cooperation Department of the Commission’s Secretariat Ms. Iuliia Tkachenko took part in the first coordination meeting with representatives of International organizations and Diplomatic institutions concerning its holding.
Representatives from the Ministry of Foreign Affairs of Ukraine, the State Judicial Administration of Ukraine, the Organization for Security and Co-operation in Europe, the World Bank, the Organization for Economic Cooperation and Development, the European Bank for Reconstruction and Development, the Council of Europe, the United Nations Development Program, the Canadian and United States of America Embassies, the International Monetary Fund, the European Union and other organizations concerned participated in the meeting.
During the meeting, Mr. Sergii Koziakov told the international partners about the organizational features of the competition to the HACC, the stages and the indicative terms for its conduction. He also informed that on July 24, 2018, on its official website the Commission had already begun registering intentions to participate in the competitions for vacant positions of judges of the High Anti-Corruption Court, in particular, the Appeal Chamber of the High Anti-Corruption Court. At the same time, the Chairman of the Commission noted that such registration is an exclusively accessory mechanism for the preparation of the competition and reassured that the failure to submit the application now would not prevent those who wish to submit their documents to participate in the competition to HACC after its announcement.
A separate part of the event was devoted to the issue of the Public Council of International Experts (PCIE) creation, which, according to the law is established for a term of six years by the High Qualification Commission of Judges of Ukraine to assist it in preparing decisions on appointment to the positions of judges of the High Anti-Corruption Court and currently is its subsidiary body.
Participants of the meeting agreed that the interested International organizations would submit their proposals to the Commission regarding the nominees to the composition of PCIE until September 15, 2018.
In his turn, the Chairman of the Commission stressed that the HQCJU hopes the International organizations would offer the most experienced and competent professionals to the PCIE composition.
Finally, the parties agreed on the next steps in coordinating the process of setting up the PCIE and decided to continue cooperation in facilitating the competition to the HACC in the manner of such meetings.
