The HQCJ expects the main influx of documents for competitions to the Supreme Court and the High Anti-Сorruption Court in mid-September
The Commission has been receiving documents for competitions for the positions of judges of the Supreme Court and the High Anti-Corruption Court for three weeks. During this period, the Commission received 26 and 12 applications respectively. In particular, the largest number of documents was filed by candidates to the Administrative Cassation Court in the Supreme Court 11 applications, to the Commercial Cassation Court in the Supreme Court 6 applications, to the Civil Cassation Court in the Supreme Court 6 applications and to the Criminal Cassation Court in the Supreme Court 3 applications.
“It is not easy to collect documents for the competition as the number of documents required is large and preparation takes time. Therefore, now we do not see a huge amount of documents and this is normal”, said Mr. Sergii Koziakov, Chairman of the HQCJ.
In particular, judges need to systematize and submit to the Commission virtually all of their decisions, lawyers need to review all cases in which they represented interests in the courts, which facts should be certified. It also takes time to receive particular certificates, such as a medical certificate or that on the absence of criminal charges.
“At the moment, I see no reason for concern because more than fifteen hundred of declarations of intention to take part in the competitions which we have already received indicate the interest of representatives of legal profession to use a unique career opportunity to become judges of new courts”, said the Chairman of the HQCJ.
He added that preparing a set of documents is the first test of candidates for attention, concentration, and self-discipline. “Haste at the stage of submitting documents is unreasonable because the admission to the main procedures of competitions depends on it. We expect the main influx of documents in the last days of their receipt, that is, from September 12 to September 14. And given that documents are accepted by post, we will know the exact number of participants two weeks after the final date of their dispatch, that is, at the end of September. The same situation was during the first competition to the Supreme Court”, said Mr. Sergii Koziakov.
It should be recalled that on August 2, 2018, the High Qualification Commission of Judges of Ukraine announced competitions for 78 judges of the Supreme Court and 39 judges of the High Anti-Corruption Court. 1624 candidates representatives of legal profession gave prior notice of intention to participate in competitions to the Supreme Court and to the High Anti-Corruption Court, of whom 842 to participate in competition to the Supreme Court, 610 to the High Anti-Corruption Court and 172 to the Chamber of Appeal of the High Anti-Corruption Court. The submission of documents lasts from August 08 to September 14, 2018.
