The management of the Commission and the National School of Judges of Ukraine discussed the selection procedure and training of judges

On 25th of September 2017, the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov and Secretary of the Qualification Chamber of the Commission Mr. Stanislav Shchotka met with the rector of the National School of Judges of Ukraine Mr. Mykola Onischiuk along with the journalists of the leading legal publications.   

During the meeting, the Commission announced its future plans and activities. In particular, the parties discussed testing the level of knowledge of the law and proficiency in the state language by the candidates who participate in the selection of local courts judges.

“The stage of admission to the selection process of candidates for the positions of judges of local courts is now underway. We expect around five thousand candidates will be tested, and therefore, will be admitted. The Commission plans to conduct testing on 30th of October 2017”, said Mr. Sergii Koziakov.

According to the Chairman of the Commission, a large number of people willing to participate in the selection show the trust in the Commission. The example is the competition to the Supreme Court, which procedures were transparent.

Mr. Stanislav Shchotka reminded that on 22nd of September 2017, the Commission considered the documents received from 1517 candidates who expressed their willingness to participate in the selection. About 1478 people were admitted. He also added that the Commission planned to consider the documents from all other candidates by the end of this week.

As was noted during the meeting, the special training of candidates for a position of a judge of local courts would take place in four cities: Kiev, Lviv, Odesa, and Kharkiv.

The Chairman of the Commission also reminded that the qualification assessment procedure should soon begin. This will provide a possibility to the Commission to solve staff problem in the courts of Ukraine. To ensure that the situation in this direction will not become disastrous, the Commission carries out the procedure for transferring of judges to the most problematic courts.

Rector of the National School of Judges of Ukraine Mr. Mykola Onishchiuk presented the conceptual vision for the training of judges of the Supreme Court and told about the components of the curriculum orientation course. His goal is to help future judges of the Supreme Court understand the essentially new role of the judge of the supreme judicial institution, established due to the judicial reform, as well as get acquainted with the best world experience and practices of the functioning of the cassation institution.

The Chairman of the Commission Mr. Sergii Koziakov said that the Commission intends to announce a competition to the High Court on Intellectual Property in the nearest future.
