The members of the Commission participated in the presentation of the annual HCJ report “On the State of Independence of Judges in Ukraine 2017”
On 23 February 2018, the presentation of the first annual report of the High Council of Justice “On the State of Independence of Judges in Ukraine” 2017 was held.
The judges of the Constitutional Court of Ukraine, the Supreme Court, the first and appellate instances, members and representatives of the High Council of Justice, the High Qualification Commission of Judges of Ukraine, the National School of Judges of Ukraine, the Council of Judges of Ukraine, the State Judicial Administration of Ukraine, civil society and international organizations, as well as the experts of the Council of Europe participated in the event.
The participants discussed the content and the format of the report, suggesting the ways for its further improvement, and also exchanged their views on the importance of the Council of Europe standards and recommendations on the independence of the judiciary being reflected in the document.
The Chairman of the Commission commented on the report in the part related to the Commission’s activities: “We will think what we can further improve, where we can assist and what materials we can provide to the HCJ when drafting the next report”.
Mr. Sergii Koziakov also noted that in the future more attention should be paid to the public sector’s impact on the judicial system: “We have a lot of public associations that are important. It is necessary to provide more information about their role in the judiciary”.
The Commission at the international event was also represented by the Secretary of the Qualification Chamber Mr. Stanislav Shchotka and the acting Deputy Chairman of the Commission Ms. Valentyna Ustymenko.
