The proposals on methods of checking personal moral and psychological qualities of a candidate to the position of a judge were discussed

14 September 2016 in the offices of the High Qualification Commission of Judges of Ukraine the presentation and subsequent discussion of proposals on methods for verification of personal moral and psychological qualities of a candidate to the position of a judge took place.

From the part of the Commission the event was attended by: Mr. Mykola Patriuk, Deputy Chief of the Commission, Mr. Stanislav Schotka, Secretary of the Qualification Chamber of the Commission, Mr. Mykola Makarchiuk, Secretary of the Disciplinary Chamber of the Commission, Mr. Andrii Vasylenko and Mrs. Tetiana Shylova, the members of the Qualification Chamber of the Commission, Mr. Sergii Prylypko, the member of the Disciplinary Chamber of the Commission, Mrs. Olena Ponomarenko, Head of the secretariat of the Commission, Mr. Taras Neshyk, Director of the professional training of judges and judicial candidates Department, Mrs. Oksana Musienko, Deputy Director of the professional training of judges and judicial candidates Department, and representatives of the International cooperation division of the Commission’s secretariat.

The presentations on methods (tools) verification of personal moral and psychological qualities of a candidate to the position of a judge were presented by the experts of the Faculty of Psychology of Taras Shevchenko National University of Kyiv and by the representatives of "OS-Ukraine".

Both presentations aroused great interest of the Commission’s staff and accompanied by active discussion.

The event was organized with the participation and support of the USAID "Fair justice" Project. Representatives of the EU Project "Support to Justice Sector Reforms in Ukraine" also joined the discussion.

 Information:

The project of the US Agency for International Development (USAID) "Fair Justice" working in Ukraine since October 2011 to support judicial reform. 

The aim of the Project – to promote the rule of law in Ukraine by strengthening judicial independence, increase transparency and accountability of the judicial system, increase public awareness of the activities of the judiciary to increase public confidence in it.

The objectives of the Project is to promote harmonization of the national legal framework for judicial reform to European and international standards in accountability and judicial independence, constitutional reform, increased transparency and accountability of key judicial institutions, improving the professionalism and efficiency of the judicial system in Ukraine, modernization of legal education, strengthening the role of civil society organizations in monitoring and supporting judicial reform, implementation of the law of Ukraine "On cleaning the power" and "On restoration of confidence in the judiciary in Ukraine."

Project "Support to Justice Sector Reforms in Ukraine" is funded by the European Union.

The EU Project consists of six key components managed by a group of international and national experts. It aims to develop an overall strategy reforms in justice sector; support Police reform and authorities with investigative powers and also support of Prosecutors reform; access to justice and the right to protection; independence of the judiciary; preventing and combating corruption.
