The representative of the Commission took part in the round table “Needs of Ukrainian Judicial Institutions during the COVID-19 Pandemic and Potential Assistance from the United States Agency for International Development (USAID)”
On June 22, 2020, the round table “Needs of Ukrainian Judicial Institutions during the COVID-19 Pandemic and Potential Assistance from the United States Agency for International Development (USAID)” was held within the online mode, jointly organized by the High Council of Justice and the USAID New Justice Program.
The representatives of the High Qualification Commission of Judges of Ukraine, the High Council of Justice, the State Judicial Administration of Ukraine, the National School of Judges of Ukraine, the Supreme Court, the High Anti-Corruption Court, the Judicial Council of Ukraine, the Court Security Service, and the Regional Mission of the U.S. Agency for International Development (USAID) and the USAID New Justice Program took part in the event.
Opening remarks were made by the Chairman of the High Council of Justice Andrii Ovsienko, the Chairman of the Supreme Court Valentyna Danishevska and Director of the Office of Democracy and Governance at USAID Thomas White.
The participants shared their experience of the organization of work in the judicial institutions during the pandemic COVID-19 and told about the measures taken in the implementation of justice. The need to amend the Procedural Codes of Ukraine to obtain the right to access to justice within online mode with the parties identification regardless of their location was discussed.
Natalia Kidina, the Head of the Legal Department of the Secretariat of the High Qualification Commission of Judges of Ukraine, told the listeners about the efforts taken by the Commission to provide remote access to materials of judicial dossiers, dossiers and personal files of judicial candidates during the quarantine.
The representative of the Commission noted that since 2015 the Law of Ukraine “On the Judiciary and the Status of Judges” had provided the electronic form of the judicial dossier. However, the main form of judicial dossier remains a paper form, which substantially complicates the processing of dossiers of judges and judicial candidates. Consequently, there is an urgent need for improvement of technical capabilities of maintenance and storing the judicial dossiers in the electronic form because a large amount of paper documents makes it impossible to process the data quickly.
In addition, Natalia Kidina pointed out that during the pandemic dossiers are available to all the judges and candidates for the position of a judge in special premises by appointment in compliance with the rules of personal protection.
