USAID “New Justice” Program presented the Gender Sensitivity Index in the Activity of the Judiciary
On 26 January 2018, the presentation of the Gender Sensitivity Index in the Activity of the Judiciary was held at the National Academy of Sciences of Ukraine. The High Qualification Commission of Judges of Ukraine was represented by Ms. Tetiana Shylova, the member of the Qualification Chamber of the Commission.
The purpose of the event was to discuss the presentation of the Gender Sensitivity Index in the Activity of the Judiciary and the proposed index figures; filling in the index figures by the participants; the Index overall assessment formulation for 2017, the analysis of the Gender Sensitivity Index Overall Assessment in the Activity of the Judiciary, elaboration of the road map for the improvement of the results.
The opening speeches were delivered by Ms. Uliana Pashynna, USAID “New Justice” Program Legal Advisor, Mr. Bohdan Monich, Deputy Chairman of the Council of Judges of Ukraine, and Ms. Marina Rudenko, UN Women “CEDAW in Action!” Project Manager.
During the First Session, Ms. Ludmyla Volkova, the judge of the Kharkiv District Administrative Court, member of the Council of Judges of Ukraine, presented the Gender Sensitivity Index in the Activity of the Judiciary as a tool for evaluating the progress of the integration of the principle of equal rights, opportunities and responsibilities of women and men in the judicial system.
The second session was devoted to the practical filling in of the Gender Sensitivity Index in the Activity of the Judiciary by the expert group members in each of three blocks of issues: leadership and access to decision-making; judicial training and regular assessment of judges, court staff training; the administration of justice.
In the end of the event Ms. Olena Uvarova, UN Women “CEDAW in Action!” Project Adviser on gender issues, briefed the participants on the presentation of the content of the final remarks to the Ukrainian eighth periodic report on the implementation of the Convention on the Elimination of All Forms of Discrimination against Women in the Judiciary.
The representatives of the Supreme Council of Justice, the Council of Judges of Ukraine, the State Judicial Administration of Ukraine, the National School of Judges of Ukraine, judges, lawyers, the representatives of the Ministry of Justice of Ukraine, the Office of the Ukrainian Parliament Commissioner for Human Rights, the representatives of non-governmental organizations that carry out gender equality monitoring activities, the representatives of international donor organizations that support judicial reform in Ukraine participated in the discussion.
The expert discussion was held with the support of the USAID “New Justice” Program in cooperation with the Council of Judges of Ukraine and the UN Women Project “CEDAW in Action!”

The United States Agency for International Development (USAID) “New Justice” Program started its work in Ukraine in October 2016.
The purpose of the Program is to support the judiciary, Government, Parliament, Civil Society and people of Ukraine in the implementation of judicial reform given the constitutional amendments of 2016 and The Ukraine Judiciary Development Strategy 2015-2020.
The Program builds on the achievements of previous USAID projects “Ukraine: Rule of Law” and “Fair Justice” and uses their achievements for coordination of close cooperation with Ukrainian partners, USAID and US Government projects and other projects of international donor organizations in Ukraine.
