Working meeting with Member of the European Commission for the Efficiency of Justice
The working meeting of experts of the EU Project “Support to Justice Sector Reforms in Ukraine” and the Commission took place in the premises of the High Qualification Commission of Judges of Ukraine on 7 October, 2015.
The event was attended by Mr Adis Hodzic, Member of the European Commission for the Efficiency of Justice (CEPEJ), expert of the EU Project “Support to Justice Sector Reforms in Ukraine,” Planning and Budgeting Justice Sector, Senior Advisor of the High Judicial and Prosecution Council of Bosnia and Herzegovina, Mr Denys Pashchenko, National Project Expert, Mr Stanislav Shchotka, Secretary of the Qualification Chamber of the HQCJU, Mr Andrii Vasylenko, Member of Qualification Chamber and representatives of the Commission Secretariat.
The meeting was aimed to discuss possible cooperation under implementation of the Action Plan of the Ukrainian Judiciary Development Strategy 2015-2020, namely, on financial indicators calculation necessary for strategy implementation.
The participants discussed the improvement of the judiciary budgeting system based on indicators of performance results and using the experience of foreign countries (Austria, Netherlands, and Norway).
“Our task is to determine the required sum of budget financing for judiciary to ensure effective justice,” Mr Adis Hodzic said.
He expressed willingness to share his experience on calculation of the workload of judges to measure their level of efficiency.
Moreover, Mr Hodzic stressed on the need to calculate not only quantitative but also qualitative indicators for determining the quality of justice.
At the end of the meeting, the parties agreed on further cooperation.
