Working meeting with the Managing Director of the German Foundation for International Legal Cooperation

On 15 February 2018, the working meeting of the Commission’s members with the Managing Director of the German Foundation for International Legal Cooperation Mr. Dr. Stefan Hülshörster was held in the High Qualification Commission of Judges of Ukraine.

The purpose of the meeting was to discuss the possible areas of cooperation between the Commission and the Foundation in 2018.

The members of the Commission expressed their gratitude to their German partners for the opportunity to be familiarized with the experience in establishing the Federal Patent Court obtained during the visit of the HQCJ’s delegation to the Federal Republic of Germany in December 2017 and pointed out its relevance with the view to the competition to the High Court on Intellectual Property held by the Commission for the first time in Ukraine that was launched in the fall of 2017.

In addition, the Chairman of the Commission Mr. Sergii Koziakov told about the procedures of the Commission in 2018, in particular the qualification assessment of judges, the competition to the High Court on Intellectual Property, the transfer of judges without competition under the Presidential Decree No. 449/2017 “On the Elimination and Formation of Local General Courts”, the competition to the High Anti-Corruption Court after the adoption of the relevant law.

“If we did everything, we would have to adopt about 12 thousand personnel decisions,” the Commission’s Chairman noted.

The parties also discussed the projects implemented by the Commission in 2017, namely the competition to the Supreme Court and the selection of candidates for the judicial positions.

Dr. Stefan Hülshörster commended the transparency of the HQCJ’s activities and assured the Commission’s representatives in the readiness for further cooperation, in particular, in the establishment of the IP court.

The event was attended by the German Foundation for International Legal Cooperation Projects Senior Manager in Ukraine Mr. Wolfram Hertig and the Legal Adviser of the Foundation Mr. Hennadij Ryshkow.

The High Qualification Commission of Judges of Ukraine was represented by the Chairman of the Commission Mr. Sergii Koziakov, the acting Deputy Chairman of the Commission, the member of the Chamber for Selection and Public Service of Judges Ms. Valentina Ustimenko, the members of the Chamber for Selection and Public Service of Judges Ms. Anastasia Zaritska, Mr. Andriy Kozlov, Mr. Sergiy Prilipko and the Director of Judicial Career Department of the Commission’s Secretariat Mr. Taras Neshyk.
