Working visit to Germany
On 14-18 March 2016, Mrs. Valentyna Ustymenko, the Member of the Disciplinary Chamber of the High Qualification Commission of Judges of Ukraine has participated in working visit to Germany with a delegation of the National School of Judges of Ukraine. The visit, dedicated to the theme: "Legal exams, selection of judges, professional assessment of judges and improvement of their skills," was organized by the German Foundation for International Legal Cooperation in cooperation with the National School of Judges of Ukraine.
Within the framework of the working visit, the delegation visited the German Judicial Academy in Trier, where the participants were involved in professional communication concerning the structure and order of the German Judicial Academy activities and discussed the judges’ features training system in Germany.
On the same day, the delegation visited the Institute of Eastern European Law and Comparative Law of the University of Cologne, where Ukrainian guests were told about structure and content of legal education in Germany, features of the mentioned Institute Law faculty, career opportunities for barristers in Germany.
The tour program also included a visit to the High Regional Court of North Rhine-Westphalia. The participants discussed the selection of judicial candidates, including selection criteria and features of the interview with the candidates and discussed issues of assessment of professional activities of judges during their judicial activities, training of judges and the role of the High Regional Court during conducting the First legal state exam at the end stage of receiving a university education.
In addition, the delegation visited the Ministry of Justice of North Rhine-Westphalia and the Office of the North Rhine-Westphalia Representative to the Federal Government on the examination in the area of Justice, located in Dusseldorf. Representatives of the Office of the North Rhine-Westphalia Representative to the Federal Government on the examination in the area of Justice informed the Ukrainian colleagues on organizational structure and tasks of the Office, told about the procedure for the Second legal state exam, selection of candidates, the appointment of judges and career opportunities for judges.
German experience received during the visit will undoubtedly contribute to improving the National system of selection and training of candidates for judges, professional assessment of judges and improving their skills.
