The official opening of the EU Project «Support to Justice Sector Reforms in Ukraine», February 18, 2015
The official opening of the Council of Europe project «Support to Justice Sector Reforms in Ukraine» was held on February 18, 2015. One of the key partners in the project activity is the High Qualification Commission of Judges of Ukraine.
The aim of the project is to assist in the formation of legislative amendments required Ukraine to implement the decisions of the European Court of Human Rights (ECHR) for "Olexander Volkov against Ukraine" and "Salov against Ukraine". Mrs Hanne Juncker, Head of the Department of Justice and Legal Cooperation of the Directorate General of Human Rights and Rule of Law of the Council of Europe reported that the support in improvement of its rules, procedures and disciplinary bodies in the judicial system to ensure fair and effective consideration of any complaints against judges.
The opening of the project was attended by Mr Sergii Koziakov, Chairman the High Qualification Commission of Judges of Ukraine, which informed the Commission of privilege under new law. Sergii Koziakov stressed the importance of adopting the mentioned law "On the right to a fair trial", which will be a significant step in judicial reform.
The event was also attended by Mrs Tetiana Termachich, Head of the Department for Human Rights Implementation on the National Level of the Directorate on Human Rights of the Council of Europe; Mrs Oksana Syroid, Deputy Chairperson of the Verkhovna Rada of Ukraine; Mr Leonid Yemets, First Deputy Chairperson of the Committee on Judicial Policy and Justice; Mrs Nataliia Sevostianova, First Deputy Minister of Justice; Mr Oleksandr Volkov, the judge of the Supreme Court of Ukraine; Mr Mykola Onishchuk, Rector of the National School of Judges of Ukraine, Mr Anatolii Martsynkevych, Secretary of the Judicial Council of Ukraine; Mrs Lilit Daneghian Project Coordinator, Mr Andrii Kavakin, Project Manager and judges of the High specialized and appellate courts.
It should be notice that in the near future the Project plans to create a roadmap which will identify the necessary legislative or other steps to reform the judicial system in Ukraine responsibility and work to ensure compliance with the system of Council of Europe’s standards.
