The two-day international seminar on “High Council of Justice of Ukraine: results, experiences, challenges and solutions for Ukraine” came to an end, 9 October, 2015

Today, on 9 October, 2015, the two-day international seminar on "High Council of Justice of Ukraine: results, experiences, challenges and solutions for Ukraine" came to an end.

During the event the participants had the opportunity to share views on the status and powers of the High Council of Justice in the light of judicial and constitutional reforms taking place in Ukraine; to familiar with European and international standards in the appointment of judges, foreign experience and practical working aspects of bodies with similar status and powers; to discuss ways on how to optimize workflows of the High Council of Justice, including the introduction of strategic planning, process automation, professional development, and the amount of necessary changes for institutional formation of the High Council of Justice.

Mr Mykola Patriuk, Deputy Chairman of the High Qualification Commission of Judges of Ukraine and Chairman of the Disciplinary Chamber reported about problematic issues of interaction between the High Qualification Commission of Judges of Ukraine and the High Council of Justice during the exercise of their powers in matters of disciplinary responsibility of judges under the new law.

Mr Pavlo Lutsiuk, Member of the Disciplinary Chamber of the HQCJU reminded to the participants that it is not in powers of the Commission to consider the complaints against judge’s decisions on the merits. He also stressed that the common task for the participant is to establish fair transparent procedures, by following which we could achieve effective justice administration and form highly professional judiciary.

During the seminar the participants took an interest to the current practice of the High Qualification Commission of Judges of Ukraine and approaches for solving issues of disciplinary responsibility of judges, used by the Commission.

Recalling that international seminar “High Council of Justice of Ukraine: results, experiences, challenges and solutions for Ukraine” was organized with the assistance of international organizations working in Ukraine for support to justice sector reforms: the US Agency for International Development (USAID) FAIR Justice Project, the EU Project “Support to justice sector reforms in Ukraine,” the Council of Europe Project “Strengthening the system of judicial accountability in Ukraine” and Joint European Union and Council of Europe Project “Consolidation of justice sector policy development in Ukraine.”
