Final conference in the framework of the Council of Europe Project “Strengthening the system of judicial accountability in Ukraine”, 24 November, 2015

The final conference in the framework of the Council of Europe Project “Strengthening the system of judicial accountability in Ukraine” was held on 24 November 2015.

The event was attended by representatives of national and international Project’s partners, who in 2015 worked together to achieve a common goal, namely strengthening the system of judicial accountability in Ukraine according to European standards. At the conference the Higher Qualification Commission of Judges of Ukraine was represented by Mr. Andrii Vasylenko, Member of Qualification Chamber of the Commission, Mr. Roman Savchuk, Director of Professional Qualification of Judges and Judicial Candidates Department of the Commission Secretariat, Mrs. Polina Kazakevych, Head of the International Cooperation Department of the Commission Secretariat.

The participants summed up the work in the framework of the Project, outlined the achievements in development and adoption of legislative changes that are necessary as general measures within the implementation by Ukraine of the European Court of Human Rights judgements on cases “Oleksandr Volkov v. Ukraine” and “Salov v. Ukraine,” marking also the improving disciplinary rules and procedures of the judicial system of Ukraine in order to ensure fair and effective proceedings relating to complaints against judges.

Mr. Andrii Vasylenko, Member of Qualification Chamber of the Commission, thanked the Project for the fruitful cooperation and expert examination of Regulation on Procedure of Maintenance of Judicial Dossier and the Procedure and Methodology for Qualification Assessment of Judges on accordance with European standards. In the speech he also emphasized the importance of reforming the High Qualification Commission of Judges of Ukraine and the High Council of Justice as authorities responsible for functioning of the judiciary.

The Council of Europe Project “Strengthening the system of judicial accountability in Ukraine” was launched in January, 2015 and will have been operating until December, 2015.

The objectives of the Council of Europe Project are the following:

1. Development and adoption of legislative amendments which are necessary as general measures within the enforcement by Ukraine of the European Court of Human Rights judgments in cases “Oleksandr Volkov v. Ukraine” and “Salov v. Ukraine”

2. Improvement of rules and procedures of disciplinary bodies to ensure fair and effective disciplinary cases relating to complaints against judges.
