Experts of the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ) visited the Commission, March 31, 2015

Mr Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine held a meeting with representatives of the European Commission for the Efficiency of Justice (CEPEJ).

Mr Artashes Melikyan, Co-secretary of the Consultative Council of European Judges (CCJE) and the Secretary of the European Commission for the Efficiency of Justice Council of Europe (CEPEJ) informed the Chairman of the Commission on the activities of CEPEJ. He also reported on the main component of «Strengthening the efficiency of the judicial system in Ukraine in accordance with the tools and methodology of the European Commission for the Efficiency of Justice» Council of Europe project «Strengthening the independence, efficiency and professionalism of the judiciary in Ukraine».

Mr Sergii Koziakov informed European colleagues about changes that occur in Ukrainian legislation, and the work of the Commission relating to the novels of the Law of Ukraine "On the Judicial System".

Mr Cédric Visart de Bocarmé, the President of the Consultative Council of European Prosecutors (CCPE), Mr Adis Hodzhych, expert CEPEJ, Mr Pavlo Bialyk, Project Manager «Strengthening the independence, efficiency and professionalism of the judiciary in Ukraine» of the Council of Europe, Mr Andriy Vasylenko, Advisor to the Chairman of the Commission, Mrs Polina Kazakevych, Head of the International Cooperation Division of the Commission, National correspondent for the European Commission for the Efficiency of Justice Council of Europe (CEPEJ) of Ukraine attended the meeting.

Mr Melikyan mentioned that the results of the component «Strengthening the efficiency of the judicial system in Ukraine in accordance with the tools and methodology of the European Commission for the Efficiency of Justice» of the Project Council of Europe aimed at improving knowledge of key members of the judicial system of the main points contained in the report on the Eastern Partnership for 2014, and the methodology and tools of the CEPEJ.

In addition, it was notice that in the framework of the project component together with the Ukrainian authorities will be identified 3 pilot courts, where judges training program can be implemented by the SATURN Guidelines for judicial time management.

The purpose of the SATURN is to identify and improve the measuring mechanism and development of indicators of judicial terms in all Member States and identifying appropriate mechanisms and tools to collect information through statistical analysis.

Data analysis CEPEJ for 2012, published in the report «European judicial systems: efficiency and quality of justice» showed that compared to other Eastern European countries the situation in Ukraine on the duration of proceedings was the best.

The parties agreed on further cooperation between the High Qualification Commission of Judges of Ukraine and the European Commission for the Efficiency of Justice Council of Europe (CEPEJ).
