 Working meeting with the Representatives of the United Nations Human Rights Monitoring Mission in Ukraine took place

7 October 2016 Mr. Sergii Koziakov, the Chairman of the High Qualification Commission of Judges of Ukraine and Mr. Mykhailo Makarchiuk, Secretary of the Disciplinary Chamber hold the meeting with Mrs. Fiona Frazer, Head of UN Human Rights Monitoring Mission in Ukraine. The event was also attended by Mr. Benjamin Moreau, Deputy Head of UN Human Rights Monitoring Mission, Mr. Serhii Kurnosenko and Mrs. Tetyana Berehova, Human Rights Officers.

The Chairman of the Commission described the main features and current activities of the Commission in the implementation of judicial reform in Ukraine according to the adopted changes to the Constitution of Ukraine by the Parliament of Ukraine in terms of justice as well as new version of the Law of Ukraine "On the Judiciary and the status of Judges".

Sergey Koziakov stressed that these laws foresee empowerment of the High Qualification Commission of Judges of Ukraine regarding the selection of judges, conducting of qualification assessment of judiciary and holding of competitions to form the new composition of the Supreme Court and the courts of lower instances. No more than 200 judges should be elected on transparent principles to the composition of the Supreme Court.  Providing of timely and quality competition and selection of competent and virtuous judges is a key to building a new, efficient and open court system since the persons to be appointed to the Supreme Court will determine the future judicial practice throughout the country.

Within the frameworks of the preparation to the competition the Commission now is completing revision of the drafts of Regulation on the procedure of exam taking and methodology of its assessment during qualification assessment, Regulation on the procedure and methodology of qualification assessment, eligibility indicators according to qualification assessment criteria and means of their determination as well as the Order of formation and management of judicial dossier in accordance with international standards of justice.

In its turn, Mrs. Fiona Frazer, Head of the UN Monitoring Mission of the Human Rights in Ukraine, presented a Report on the situation of human rights in Ukraine, prepared by the UN High Commissioner for Human Rights Office. The parties discussed the changes in legislation and institutional reforms, the right to life, liberty, safety and security, the responsibility for human rights violations and the administration of justice, economic and social rights, and human rights in Crimea.

At the end of the meeting, the parties agreed to continue cooperation within the exchange and tracking of information on the situation of human rights in Ukraine.
